I don't know if this will help with the wording or not, but here it is, for what it's worth.
Endorsement Cap Law
Article 1: Endorsement Cap
1.1 No nation in Hyrule may have more than 33% of the number of endorsements held by the Delegate.
1.2 Once it is discovered that a nation has reached 10% of the maximum endorsements allowed, it will be warned by TG about the rule.
1.3 Once it is discovered that a nation has reached 25% of the maximum endorsements allowed, it will be warned again by TG 1.3 As soon as it is discovered that a nation has accumulated more than 33% of the number of endorsements that the Delegate has, then a TG will be sent. The TG will explain that the nation is in violation of Article 1.1, and that it has 36 hours from the time the telegram is first seen to reduce its number of endorsements. The TG will explain that the nation may reduce its number of endorsements by either asking nations to unendorse it, or by resigning from the UN. It will also explain the importance of rejoining the UN after 10-15 hours have passed if resigning from the UN is the option chosen to reduce the endorsement level. The nation will be monitored for activity after the TG is sent, so that the Delegate or designate knows when the 36 hour time limit starts.
Article 2: Vice Delegate
2.1 A vote shall be held in order to appoint one nation as the Vice Delegate. This nation will be allowed to have 30 fewer endorsements than the Delegate.
2.2 If the current Delegate suddenly disappears from NationStates or decides to resign, then the Vice Delegate shall become temporary delegate until the Chancellor holds elections for a new, permanent Delegate. The Chancellor of Justice will finalise the Delegate appointment.
2.3 If the Vice Delegate accrues more than 30 fewer endorsements than the Delegate, he or she will be subject to the same measures as any other nation which goes over the limit.
Article 3: Punishments
3.1 If a nation exceeds the limit, and does not reduce its number of endorsements after having been sent the last warning TG and allowed 36 hours to do so, it shall be ejected from the region for 24 hours. A telegram will be sent explaining that it has the right to come to the forums for a trial. 3.2 If The Delegate's ruling is upheld, then the Delegate and the Chancellor of Justice will decide on the terms of punishment. These may include, but are not limited to, permanent ejection, banning for a specified period of time, or being allowed to remain in the region under probation.

I'll be posting the revision, in due time. But Ness is right; I do want this law to be fairer to nations of Hyrule, which is why I will be addressing that concern, later on.
