I would second AN's motion. It reduces the number of endorsements from 50, depending upon the number of endorsements the delegate has.
However, in Article 2, I'd propose a friendly amendment that adds in the phrase "as soon as it is discovered". We won't always catch someone at 15 endorsements, for example. The suggested phrase prevents loopholes should anything ever end up in the Court of Justice.

I agree with AN's plan, too.
Do you mean Article 1, Tas?

Yup... I did mean article 1 *smacks self on head*. And I'll be happy to help with the math. *Looks around furtively and whispers, "That's what I teach!"*

So how does this sound?
Article I: Endorsement Cap -Nations are allowed to have the maximum of 1/3 endorsments of the delegate. -Once it is discovered that a nation reaches 15 endorsements, they will be warned about the rule. They will also be warned once they reach 20 and 30 endorsements. -If a nation goes above 40 endorsement, then a TG will be sent explaining that the nation went over the limit, and they have 36 hours (from when the nation first sees the telegram) to ask nations to unendorse that nation, or resign from the UN. Nations should also be referred to the importance of joining the UN thread, if they resign, and suggest that they re-join in about 10-15 hours. -If a nation does not comply, certain measurements will be taken, as explained in Article III.
Article II: Vice-Delegate -One nation shall be designated the vice-delegate. This nation will be allowed to have 30 less endorsements than the delegate. -If the current delegate suddenly dissapears from NationStates or decides to resign, then the VD shall become temporary delegate until elections for a new, permanent delegate are held by the chancellor. The CoJ will finalize the delegate appointment. -If the vice-delegate goes above the endorsement limit, he or she will also be subject to the same measurements taken as with any other nation who goes over the limit.
Article III: Punishments -If a nation exceeds the limit, they shall be ejected from the region for 24 hours. A telegram will be sent explaining that they have the right to show up on the forums for a trial and explain the situation. -If delegate's ruling is upheld, then Delegate and the Chancellor of Justice decide on terms of punishment (i.e. whether or not the violator is banned from the region for good, or a certain amount of time, or whether they can come back after the following update, under a probationary period).
Just post a yes or a no if you find this ok.

-Nations are allowed to have the maximum of 1/3 endorsments of the delegate. -Once it is discovered that a nation reaches 1/10 endorsements of the delegate, they will be warned about the rule. They will also be warned once they reach 1/4 endorsements. -If a nation goes above 1/3 endorsement, then a TG will be sent explaining that the nation went over the limit, and they have 36 hours (from when the nation first sees the telegram) to ask nations to unendorse that nation, or resign from the UN. Nations should also be referred to the importance of joining the UN thread, if they resign, and suggest that they re-join in about 10-15 hours.
