Once we get the basic rules and such for endo limits sorted out. We need to work on that first, before getting a VD. How does the below sound? Endorsement Cap LawArticle I: Endorsement Cap-Nations are allowed to have 50 less endorsements than the delegate (the number may be changed according to changes in delegate endorsements). -Once a nation reaches 30 endorsements, they will be warned about the 50-less rule. They will also be warned once they reach 40 and 50 endorsements. -If a nation goes above 50 less endorsements than the delegate, then a TG will be sent explaining that the nation went over the limit, and they have 36 hours (from when the nation first sees the telegram) to ask nations to unendorse that nation, or resign from the UN. Nations should also be referred to the importance of joining the UN thread, if they resign, and suggest that they re-join in about 10-15 hours. -If a nation does not comply, certain measurements will be taken, as explained in Article III. Article II: Vice-Delegate-One nation shall be designated the vice-delegate. This nation will be allowed to have 28 less endorsements than the delegate. -If the current delegate suddenly dissapears from NationStates or decides to resign, then the vice-delegate shall become temporary delegate until elections for a new, permanent delegate are held. -If the vice-delegate goes above the endorsement limit, he or she will also be subject to the same measurements taken as with any other nation who goes over the limit. Article III: Punishments-If a nation exceeds the limit, they shall be ejected from the region for 24 hours. A telegram will be sent explaining that they have the right to show up on the forums for a trial and explain the situation. -If delegate's ruling is upheld, then Delegate and the Chancellor of Justice decide on terms of punishment (i.e. whether or not the violator is banned from the region for good, or a certain amount of time, or whether they can come back after the following update, under a probationary period).

I hate to throw a spanner into the works, but I don't agree with a number of points.
50 fewer endorsements than the Delegate is completely insufficient to prevent an invader attack. It would require only 51 invaders from a region to come in, after one had been sent in ahead of time. 51 is nothing. Some regions have armies numbering 80+ nations at a minimum, to say nothing of various alliances. We have all agreed that no one here at present is an invader, but there is nothing to say that at some point in time we will not end up with an invader in our midst.
The limit should be far lower than 50 fewer endorsements than the Delegate. Perhaps something along the lines of 30% of the Delegate's endorsements.
Under Article 3, the Delegate (because our founder is not in the region, is he?) must ban/eject a nation for a period of time. This influences the Delegate's regional influence. Case in point: After all of the ejections in The Pacific, Blackadder, the Delegate, has the regional influence of a minnow. He is virtually powerless. The higher the regional influence of the nation banned/ejected, the more it costs the Delegate. In otherwords, the more endorsements a nation has, the more it hurts our Delegate to punish it. Is that really what we want? A powerless Delegate?

And who is to administer the vote? ...the interim delegate? Providing that authority to someone who is likely temporarily assuming the delagacy, that individual could very well do away with the vote, or procrastinate with calling it. I say leave the voting process up to the responsibility of someone other than the interim delegate.

AN, currently 50 endorsements is almost half of the delegate's number of endorsements. My own feeling is that it is still too high.
I also agree with Gnid. I would like to see the election of the new Delegate handled by either the Chancellor or the Chief Justice.
I am seriously NOT trying to tread on anyone's toes here. It is simply that I have visited too many regions that play the invader/defender game. I would hate to place our Delegate and Hyrule in that position.

It is simpler the way that Ness put the proposal but I will let you two figure that out and I posted in the important announcements using Ness's copy but if it decided the AN's is more suitable, I will post that one instead. If the endorsements change, I will also post that in the important announcements thread in the MoIA office. I will just need to be made aware of the changes.
