Nakar Kor stood up and spoke, his booming voice echoing throughout the room. "Perhaps pollution would not be such an issue if you relied less on mechanical contraptions to do your labor for you. In Nakarak machines are far less widespread, and used only for tasks that can be done no other way. Most of the work of the nation is done by hand. It is more time consuming, and it requires effort, yes, but there are no dangers to the environment. I understand that you cannot give up machines immediately, but by decreasing your reliance on such devices you insure a better future for your children and your children's children."
"On a related note, I am aware that many nations are in possession of these nuclear weapons. I could hardly believe my advisor as he described these monstrosities to me. I cannot conceive of a more dishonorable and dispicable device, or one more dangerous in the wrong hands, as these Al Gedi scum proved. What is to be done about these devices?"

The President hastily stood up at the mention of nuclear weapons. It was a touchy subject to him. "Nakar Kor, you are very wise and absolutely correct when it comes to nuclear weapons. They should be banned or or at least have heavy restrictions on them. Who knows what could happen, or how powerful they could become, however I do know that if enough are made, a nuclear war will destroy all of Hyrule. Nothing would be left, not you nor I, not a nation...This is something that is very serious, and should be taken as such. I suggest that all nations dismantle them. Nuclear power is very helpful, this I know, however putting that energy into a weapon is just horrible. It destroys more than necisarry, and can continue to harm the people and nations of Hyrule for years to come. I say again, these weapons should be banned, in my opinion, and should be dismantled as soon as possible by all nations that posess them."

"I feel that we have reached a point in discussion here." said Bush, "Where it is best for me to unveil my plan to unite this region. We are discussing here joint projects that will change the way Hyrule is run and lives. To that end we have no strict governing body but this conferencing that happens once every 3-5 months. This is obviously less than ideal.
"When I came to power and re-entered the White House I was left a proposal by my Fascist pre-decessor Robert Hess; this proposal was simple and would be most effective as I see it. Hess proposed the reformation of the Hyrule Treaty Organisation. But in a new, less Imperial fashion.
"This new HTO would work as a United Nations of Hyrule. It would not be an official power in its own right, but give our nations the chance to work together outside of the more obvious alliances. It would mean that we all worked together and were a closer group.
"Further to this there would be the H.T.O. security council. A group of leading powerful nations that would react to threats posed to our region, be it from outside or within. There would only be 3 nations on this council to begin with, but more could be elected by these three after its formation. The proposal stated that early talks had been held between Hess and Mussolini as to the three which were named as, Robengrad, Porcu and Los Vatican. However as Los Vatican has now disapeared from the political arena I believe that Spaizil would be a good replacement.
"Obviously this would require a vote to be made good. But I feel that re-forming the H.T.O. in this way allows for freedom the old one did not, while bringing nations together for the greater good.
"What say you to this ladies and gentlemen. Shall we take a vote?"
OOC - This is my sneaky way of RPing the forthcoming RP Consitution, only a minor thing but stops people from doing crazy stuff like sci-fi and launching nukes at each other without any explanation...it DOESNT stop the use of nukes completely though...

The President was happy to hear of this idea. It was something he had never thought of or seen before, but it seemed like on paper it could work Miracles. He quickly added his voice in the matter.
"President Bush, This is a truly wonderful idea! The "H.T.O." as you call it would provide a way to make everyone happy, and yet have their own freedoms at the same time. I am, with thought to the vote, by all means FOR the creation of the H.T.O., and would be happy to serve and lead my nation in the H.T.O. Security Council. I feel the combination of Porcu, Robengrad and my own, Spaizil, would be able to handle the task."
The President sat down with a smile, and crumpled up his own agenda. This idea as truly miraculous, and would provide a way l nations to come closer together, without having to become the servant of another nation. This H.T.O. would also allow his nation to ensure that nuclear weapons ere used properly, and would not fall into the wrong hands...something that he was wanting to stress, but now did not need to. The only thing that would stop this, would be the vote's of the other nations in Hyrule...

The General Secretary spoke up. "Clamparapa has never been part of a governing body outside of it's own government. The UN that controls the world outside of Hyrule, has proven to be a corrupt and unstable power. We do not wish to be a part of another potentially corrupt 'UN'. The lust for taking power of this governing body would be far to great and anyone who wishes to could easily take over all the nations in Hyrule by just gaining power of the HTO. Clamparapa will remain neutral and will not become part of another UN. That is not just my wish but the wish of the country. A vote was taken to see if Clamparapa would join the UN and the people voted an overwelming 73% to not join. Although we have been part of alliances, we have never allowed for other nations to make choices for us. We believe in swift action, and not having to go through long processes like sanctions to take action. Our stance is firm on this issue."

Emperor Macarono stood up for the first time.
"This HTO would only be as strong as its member nations. If such a body were made between the smallest nations of Hyrule, it would have no effect on the region as a whole. But, if superpowers such Robengrad, Porcu, and Spaizil lead an organization such as this, they would be able to use their political and economic power to pressure other nations into joining or even voting a certain way. Thus, this so-called 'governing body would only amount to a way for the superpowers of the region to push an agenda.
"Or, consider another scenario. One, a power joins the HTO but disagrees with one of its resolutions. The leader of this power chooses to ignore this resolution and acts against it. What would the HTO do then? President Bush said it would not be imperialistic, so it cannot invade the offending nation. What could it do about a reckless member, knowing that at any moment, said member could drop out? The answer, in short: nothing.
"Thus the HTO will travel one of two paths. Either the strongest nations in the HTO will seize power over all of its nations, or the HTO will have no way of making sure its member nations will abide by its policies. In both scenarios, the HTO does not fulfill its stated purpose, and that is why The Empire of Greater Macarono will not join."

Emperor Tojo also stepped up to the podium and spoke in a commanding voice, "I will never join an organization that has power to supersede my own in the matters of political affairs. My people are very happy with our isolationist policies and this would betray them. I agree nuclear arms are a terrible thing but this will do nothing. The superpowers would control it and that is a threat for I have one of the most powerful economies if not the most powerful and a formidable military. I fear the joining of this HTO would harm this position in the world and declare I too will not join this."

"I fear you are all missing the point somewhat." sighed the President, "We would have no power to take away the sovereignty of your rule. What we would do is create a more regular forum from which to discuss peaceful ways of operating within Hyrule. "If you do not wish to join then I will not force you. But be aware that the H.T.O. will have no right to tell you how to rule. It is a purely diplomatic body to aide the negotiating process. The security council is a neccesary adition but would not be able to use its might to control you. "At the end of the day, the U.S. is, and will always remain one of the most dominant, if not the most dominant nations in this region, would you not rather have us working to help you?" OOC - I knew you lot would do this And see, I can do American arrogance too (just kidding)

i must agree with my three colleges on this issue i did not come here to give up my nations sovereignty but rather to introduce myself and get involved with improving everything. my intelligence has informed me already that our military is a very high up not the best but definitely way up there. nukes are intragruel in any military especially when your potential enemy posses nukes you need some sort of threat to keep them back. you do not know how many rough nations have nukes and you never know when a nation might go rough. so nukes must be kept at full strength.

You deem it to be only a system of peaceful relations to come and meet; however, any resolution that passes would be forced upon us would it not? The same purpose was given for the UN, and look what that gave us. And may I remind you that dominance can fade and arrogance is the normal cause for it. And no matter how strong you are people can still beat you. And your military is powerful indeed, but my economy is currently better than your nation."

The Duke of Starman Deluxe stood up for the first time and cleared his throat:
"I know i have yet to speak in this council but I too feel that my word is this is as important as everyone else's. So I'll just go topic by topic.
"The Nation of Starman Deluxe has always generally been in isolation since its existance. There have been times when we were out in relations with other nations but we have never been too outgoing with the world and i hope that changes soon. With regard to the first major topic of Al Gedi, though i have not taken part in the mission to have them wiped out. I do have a plan that, though it might not be the best way, could actually prove useful. I believe that since i have neither helped nor hurt Al Gedi that they might look at me as a neutral nation, one not to attack as long as we don't attack them. So i propose that we give them false protection, allow them to come to our nation believing us to be in alliance with them then you know of their whereabouts and actions going on at all times and you can use appropriate means to take them out.
"Now this plan can backfire greatly and would have severe consequences should the nations of hyrule use this idea. But the enemy we are dealing with could do much worse should they remain at large for much longer.
"With regards to our other main topic. the possible H.T.O and Security Council. I believe that everything Emperor Macarono is true and as such I would not join the H.T.O because i too believe there is no way the H.T.O could possibly maintain peace and stability in Hyrule should some psychotic dictator take over a nation and decide to go on a rampage."
With that the Duke of Starman Deluxe sat down.
(OOC: i literally see the H.T.O as that same exact United Nations thing that never did anything to stop Hitler from nearly ruining Europe, just my opinion and such)

President Zentil sat up from his chair and whispered:
"This is failing"
He quickly looked up at the leaders of the Hyrule region and spoke with a calm voice.
"My fellow Hyrule leaders, I am disappointed thus far in are attempts to understand one another. I understand that no ones wants to give an inch, in fear that they may give a mile, but we must compromise. All I have heard so far is my nation, my country, my government. No one has spoke for this region, our region, our lives."
President Zentil walks toward the window, continuing to speak,
"This is not about us! This is about them!" He screams as he points out the window.
"This is about what is right for our people, and what is safest for Our people. I agree with the smaller, less influential leaders toward the H.T.O. security council, but I do not totally disagree with the idea. I feel as if we need a compromise. President Bush, your plan is flawed to only include three nations. Three nations deciding the safety of billions of people is absurd. This should be a united effort. It may create more of a bureaucracy than needed, but it is the right step toward a safer Hyrule."
President Zentil walks away from the window and back to his seat, continuing to stand upright and chest out.
"There needs to be a checks and balances system to the H.T.O. plan. I believe the best solution is to allow each nation belong to the H.T.O. security council. When decisions for voting are necessary, delegates from each nation will be given a designated number of votes depending on population of such nation. I do believe we can create a safer Hyrule with all nations involved, but only when ALL nations are involved. We can not let the few, decide for the many."
President Zentil takes a sip of water and clears his throat.
"In regards to nuclear weapons, Corporate Prozac has no nuclear capabilities. This is not because we are not technologically advanced, but because we understand and have seen the dangers of such a technology. I believe that this is an important topic that should not be overlooked in any way. In regards to pollution, I believe it is time the top scientists from each nation be put together for pure reasons; no longer for weapons of mass destruction, but for ideas toward other energy supplies, the ozone layer, etc. Every day that our region continues to grow, the resources of Hyrule suffer. It is time that we gave back to not only our country, it is time that we gave back to our region and our world."
President Zentil looks around at the Hyrule leaders and stops at the Duke of Starman Deluxe,
"Sir, I believe that with strict regulations and a powerful system of checks and balances, President Bush's H.T.O. could prove to be successful."
Zentil takes one more look around the room again,
"Please remember this is about the people and the region we live in. Think of compromise before you think of pulling out so fast. Thank you."
President Zentil sits back down and takes a sip of water. A sigh of relief is shown on his face as he thinks to himself, I hope I have made an impression. I hope they will look at Corporate Prozac as gifted and worthy, not just another small and insignificant nation.
