"If I may interject for a moment...", Tiberius said slowly also making a motion with his hand. "To Colin Powell, and further to your government and President Bush, I wish to make it clear that the Senate and People of Rome have and always will be in favor of the reorganization of the Hyrulean Treaty Organization."
"Now, on the other hand, both sides have brought up good points, but like Emperor Tojo my biggest disagreement would be with the fact that I fail to see how nations outside this treaty could not compete and if nations follow Atlantico Norte's lead then it will not really matter at all..."

Sir Nicholas noticed that there was something "fishy" about Tiberius pulling out the HTO matter, so he stood up and said "I believe that this is not the time or place to talk about a war organization, you know that Porcu was the head leader of the HTO, and I believe that there might be some interests from the Porcuans to "revive" something that's "dead" for a long time, and I guess that right now, we're living different times, you don't see as many wars on our region as there was when the HTO existed, and beside that, and unlike the Free Trade Bureau, the HTO was somewhat of an "secret organization" everyone that wanted to join had to get the positive votes of most of the members, and that yes, it's descriminatory. I know because yes, Atlantico Norte was part of the HTO and yes, we're one of the few nations that tried to keep neutral. Beside that all the money that a nation spend on "war machines" to meet the HTO standards can for sure be used to promote it's competitiveness on a global market as well to invest on Research and Development. Yes, AN have some "war machines", and we have a small but highly trained and efficient army, and I agree that every nation should have the same. I don't know about the other nations, but my nation will not be interested on a NEO-HTO, unless it's primary goals are to promote Peace, Justice, Fairness and Unity between all nations using diplomatic ways and not the ways of the war."

Grommer finally stood up to say something. "As all of you may know, Clamparapa wishes to trade with her neighbours. Otherwise, I wouldn't be here. What many people do not know is that our oil reserves rival that of the nothern North American Tar Sands and the Middle East. We have just recently found what is estimated to be about 7 billion barrels of untapped oil in West Clamparapa. What we have also found are huge amounts of gold reserves in the North Clamparapan mountains. There are massive amounts of gold up there and we need workers to mine it out. However, we cannot take just anyone. We need trusted workers who will not take any of the gold for themselves. If we accept unskilled workers from countries just because it is cheap, well, that would never happen. What I am saying is that we cannot allow unskilled and untrusted workers from other countries to enter our own country. Most of the skilled workers would be kept by their own nation and that nation would most likely send away the criminals or the unskilled labourers just to get rid of them. If this treaty does come to fruition, every country will need an inspection team that will inspect incoming workers so that they fit that nation's standards. If they don't, they would simply be sent back. They wouldn't be paid until inspected and deemed worthy enough. Sending workers to other countries should not be a way for nations to just get rid of citizens they don't want. It should also benefit the country on the recieving end."

Finally, Grand Moff Sig Naia felt it was his time to speak.
"The United Reich of Protoa has abundant resources of Uranium, Coal, Titanium and has even recently acquired oil. We are willing to trade with any nation, and we will also accept any workers that wish to come to the Reich and help with the mining. Our nation has recently build 2 brand new automotive plants, Mercedes Benz and BMW, in which will be turning out cars very soon and will be for sale to all nations. We will also continue to accept products and resources with no tariffs, for we believe that free trade shall be for the benefit of all economies."

Emperor Tojo stood up and said, "I feel that these talks have run their course, so I present to you the final treaty, it is the same as Atlantic Norte's except the free movement of trade, I will sing this and I hope others will as well, even if this does not come to pass I will still have free trade with all nations of Hyrule."

Sir Nicholas stoop up and said: "I will sign this treaty, and let me tell you that Atlantico Norte will always be a place where free trade will prevail. If there are any nation that wants to trade with AN, that nation is free to open an office in one of our regions and start right away. If there is someone that wants to work, study or live in AN, that one is free to arrive to AN and declare that, and after 5 years that one can acquire the AN citizenship. And finally, Dear Emperor Tojo, I would like to have some private conversations with you regarding the future of the trade between our nations, I guess that we have a lot to learn with eachother."

President Matthews thought the treaty over for a second, and finally, announced his intentions: "After thinking things over, I will sign the treaty, not only for the betterment of my nation, but hopefully, for the betterment of all who decide to promote the idea of free trade."

Emperor Tojo passed a note along to Sir Nicholas saying that the talks will occur after the conference.
