Breaking News
That's right folks. Kaiser Saiedion Lucian has decreed that he would like to open relations with Porcu, a nation that was once a enemy to the former Communist state. But now that Protoa has formed a new government and established a empire, the Imperialistic Authoritarian government, Protoa would like to extend it's hand in greeting to Porcu.
Kaiser Lucian announced that if Porcu would like to meet in Corneria that would be great, but Lucian also stated that meeting in Rome would be acceptable.

"Ms. Florria...please remind me what is left on my schedule."
"Well, Duce...you have a meeting with Admiral Benghazi at 6 PM and then have agreed to speak before the Grand Fascist Council..."
"Very well. Is there anything else?"
"Yes, Duce...Just this morning we received an invitation from Kaiser Lucian and Protoa. They have requested a meeting and state that if you are not willing to travel to Corneria then Rome will be acceptable."
Duce Messe stopped walking and looked at the letter, which his secretary held along with many other papers. Messe simply nodded before excusing Ms. Florria and returning to his office. Once inside he, just like his predecessor Benito Mussolini, personally took the time to write a response.
To The Esteemed Kaiser Lucian,
I would first like to thank you for the letter that you sent me and as you can imagine I am very excited to begin my rule as "Duce of Porcu." Corneria would not be a problem for me and so I accept your invitation and proposal that the meeting be held in your nation's capital. While I do not know the exact intentions you have in holding this meeting I have no doubt that we can work for the good of both our nations.

A aide silently entered the Kaiser's central office in Corneria and left a formal letter from the leader of Porcu. Lucian picked it up and read it silently for several minutes. He then laid on the table and seemed to take several minutes, as if in deep thought. He then called for Cristopher Vorname, his personal aide.
The aide listened to the Kaiser as he spoke and began to write a formal response to the Il Duce.

Il Duce of the Empire of Porcu ,
I am glad you have decided to meet me in Corneria. We will be waiting for your arrival with Protoa's finest Streitkräftebasis service members for your protection. The reason of my contacting you is for the possibility of a alliance and/or joining of the Central Powers alliance, extradition treaties, passport and special visitation of citizens, establishments of embassies, and of course, trade agreements between us. I will expect you to arrive within 1 or 2 days time. Thank you again.

One Day Later, Rome International Airport
"His intentions seem sound enough...", Duce Messe thought to himself as he waited for the service members sent by Lucian. There was a heavy downpour currently over Rome and the airport was not spared.
Duce Messe stood under the cover of an umbrella held by a Legionary and stood by as finally in the distance a plane bearing the Protoan coat of arms descended...
OOC: Hope you don't mind me doing this...The news reports will be posted in that other thread...

ooc: it's all good  The Protoan 757 set down on the airport tarmac in Rome, Porcu. The door near the cockpit opened out stepped a proud Protoan with a General insignia on the uniform. "Greetings, Il Duce. I am General Manfred von Richthofen. I am the great-great grandson of famous 'Red Baron'. I will be escorting you to Corneria, so you can meet the Kaiser. If you will follow me... I will help you get situated." The general led the great leader of Porcu into the plane, Il Duce was immediately flanked in a defensive formation by Protoan guards the entire way until he reached the plane. Aboard, Giovanni Messe was greeted with Protoan beer and champagne as the airplane began its ascent into the sky, enroute directly to Corneria. |

"Well, I must give credit when credit is due General and I must say that the guards are more than adequate. I must remember to thank your Kaiser as soon as I arrive. I'm not sure if you are aware but I used to be a military man myself, however I was called to lead my country and I could not deny that request by any means..."
General Richthofen sat next to Duce Messe and just as fast as the interesting but excellent beer was served the plane had begun its trip to Protoa. Messe had never traveled to Protoa before and soon found himself asking the General all types of questions ranging from the cities to how the people lived in the country. After all, Il Duce didn't want to seem completely ignorant of the nation he may eventually call an ally...

General Manfred von Richthofen sat next to Duce Messe politely answering questions that the great man asked him. He informed Duce that Protoa was once a communist nation- only to protect the interests of Protoa and ensure it's survival. However, after Protoa emerged on the world plane as a possible superpower- the Kaiser dissolved the defunct communist regime and formed a Absolute Monarchy. He informed Duce that the Kaiser had large ideas, and needed the power of people under his control to support him in everything he decided.
As the 757 landed in Corneria, a convoy of military vehicles emerged to flank the plane on it's approach. The plane rolled to a stop, where the Protoan guards once again flanked Duce to the military convoy. They proceeded with rapid precision to the Reichistag building. Once upon climbing the steps to the front of the building, Kaiser Saiedion Lucian and a group of guards met Duce Messe at the door.
The Kaiser then said, "Willkommen zu Protoa. I hope you will find our nation comfortable and welcoming. Please excuse the massive construction throughout the city. It has been going on here and all throughout Protoa- for we are disassembling the final remains of the Soviet symbols. The United Reich of Protoa will become enriched with it's grand german heritage. I hope that Porcu and Protoa will become great friends, yes? We have many things to discuss-mostly about our potentiality of you joining our grand Central Powers Alliance. But now then, if you will follow me."
The Kaiser led Duce Messe to his formal meeting hall and shut the door behind them, with a group of guards standing in front of the door.

"Your welcome has been most comforting and I can completely understand the changes that your nation is going through at this point in time. It is not an easy thing to change a nation's system of government, but you have my assurance that the Empire of Porcu will assist you in any way possible with this transformation..."
Duce Messe was lead to the meeting hall to which Il Duce was glad to see that Protoa was not as uncivilized as it was painted to be. A grand hall it was, opening up right before Duce Messe's eyes and reminding Il Duce of the Palace and Park of Versailles back home in Porcu. The majestic outlook of the environment helped Duce Messe change any negative stereotypes he held about Protoa. Perhaps these people could be dealt with fairly after all.
Duce Messe took a seat and was followed immediately by Kaiser Lucian. Not wanting to waste any time, as time was very important these days, Il Duce began the conversation.
"There are rumors Kaiser back in Rome specifically concerning your nation's political standings. Now having been here myself I am sure that I can reverse this thinking back home, however the key issue of the Central Alliance is still a little obscure to me. I am perfectly aware that the Axis is no longer a legitimate power or alliance and so the Empire is free in that sense, however may I inquire as to why it would be beneficial for Porcu to join you?"

Lucian sat down and removed his Death Mask... to reveal a blonde haired, red eyed man. He saw Messe glance at the scar above his left eye and then meet the Kaiser's eyes.
"I have foreseen that the ESTO and Axis would die off, as the Soviet Confederation would surely. Many of our alliances were rendered obsolete for the reason that the Nations that lead it dissolved them. I have grand ideas, hopes and dreams for the Central Powers Alliance. As far as I know, Clamparapa has joined the alliance- which includes The Buhayin, Nakarak, and of course Protoa.
The terms of the alliance are not much farther than previous alliances. Defense of allies, Offensive support of allies, Free Trade agreements, sharing of technology. We also agree that visas, passports are not needed. We agree that extradition of criminals is done effectively and efficiently. The main difference that separates the Central Alliance from the other alliances is that Fascists, Absolute Monarch, and some Democracies can coexist without judgement."
Lucian gave Messe time to digest this and then continued.
"I remember in the old days of Protoa's communist regime we hated all forms of democracy and fascist nations. But that did not give us success, as you know very well. I will say this though. Most of Protoa is German, not Russian. The feelings of a Kaiser in a Absolute Monarchy seemed right, almost our destiny. By the way of public approval I dissolved that defunct and corrupt communist government and set my eyes toward the future. A Imperial Protoa. A Protoa that Hyrule could approve of and respect. A economically sound nation. And so, here I stand, facing you today, a new man with a new view of his nation!
95% of Protoa believes that having a better relationship with the Porcu Empire will give Protoa a better standing in the world. I have to say... I wholeheartedly agree with them."

Those figures seemed quite astounding and actually impressed Duce Messe, something which was very hard for anyone or anything to do because of everything Messe had seen and experienced so far in his life. Italians were a proud breed and Duce Messe was no different than his fellow Fascists back in Rome or throughout the Empire. Lucian's last words were enough to touch Messe's pride and, in turn, secure his interest.
"I have heard much about you Lucian and while I personally believe it is a bit ridiculous to hide one's face, even with a few physical flaws, I also believe that you speak the truth. Trade is essential to the short and long term strengthening of a nation. Travel is also essential as our people must be able to relate to their allies across the continent. In short, I completely agree with what you say the Central Powers Alliance stands for and I am will to join your side as of this moment forth..."
Duce Messe saw Lucian let out a small smile before adding a small detail that he forgot to mention eariler.
"What about this Zionir I've heard about in the news lately? May I also inquire as to the details of the situation?"

Lucian smiled a little more broader then.
"Yes, my scars bear a physical damage that I received when I was younger. The nature of the Death Mask I wear has been instilled in me since I was young. 'Do not let them see your face, and you will instill a primal fear in your foes'." Lucian chuckled for a second then continued. " Of course, I have very little foes now- given the changes in the governments of Hyrule! I will see to it that this will be put in the archives of Protoa."
Lucian then stood up and walked over to a map of europe and the middle east. Lucian then pointed at a western part of Protoa.
" A Zionir spyplane crash landed in Protoa very recently, in fact before you arrived. Now Zionir and Protoa were very close at one time, but after a brief problem with Robengrad, and the Runciman's disease (ooc: case of need thread), our relations took a nose dive. We always suspected that Zionir had been stealing our technology in the past, they always seem to have a need to steal our information for their own use. They even had the audacity to think about declaring war!
So after a brief invasion of Kuwait, Zionir asked for a ceasefire. We agreed that Protoa would occupy Bubiyan Island for 6 months. We also agreed that Protoa would sell information of it's technology for oil from Kuwait. However, if things flare up there again, I will not be so lenient in the future.
But enough about that. I am glad to see that you will join the Central Powers. Welcome aboard!"
Lucian then reached over to shake Messe's hand.

Duce Messe confidently grabbed Lucian's hand and it seemed that what Lucian had hoped for had finally come. Messe was quite hopeful about the Central Powers and certainly it would help to have an ally in the continent when Porcu would expand her territory further. As with every other nation it was not a matter of if but when and when the time came it certainly would be helpful to have another nation support your claim. However there was only one thing that unsettled Duce Messe and that was Porcu's possible decline in relations with Robengrad. Robengrad and Porcu had the longest running alliance in Hyrule and there was no doubt that the two of them were still the military powerhouses of the region, especially after the sharp, quick decline of the French Confederation.
"Kaiser, I am quite content in joining your alliance and I am sure that it will only further the prosperity that our nations will enjoy, however I must add a point that must be taken seriously. The Empire's greatest ally and companion in Hyrule is Robengrad, has always been Robengrad, and I hope will continue to be Robengrad. Even though their days with Fascism and totalitarianism have passed I will not allow the relationship between our nations to decline simply due to a alliance issue. Consider Porcu your ally, one that will back you during the roughest and toughest of times, but be warned that if any of the Central Powers were to be in a state of war with Robengrad then I will be forced to leave. Genuine alliances are nearly impossible to come by and I will do everything in my power to keep the ties between Robengrad and Porcu strong."

Lucian nodded at Messe's words. He then said,
" Of course Robengrad has been a valuable ally to you. I will let you know that Protoa would also like to improve relations with Robengrad as soon as possible. At the Hyrule Conference we did not get to speak to each other the way I wanted to. I can only hope that Robengrad would be as receptive as you were. If the Central Powers (any members) were to start a conflict with Robengrad, they would be ejected. Even though we are not as powerful as the Empire or Robengrad, we feel that we are in 4th place, right behind Clampapra.
I assure you, put your fears aside. The incessant conflict the Protoa and Robengrad have ended. I am optimistic that Robengrad will accept Protoa as a friend and ally. Since we have completed our wonderful talks...maybe you could visit the United States of Robengrad if they will accept me? I feel that with you beside me as I ask for peace, that Robengrad would be more receptive."

"Certainly...I was hoping to speak with President Bush sooner and possibly in Rome, but situations change and I would be more than happy to visit the United States. Naturally, I would also speak with him about the relations between our own individual nations but I would be very comfortable speaking to him about the Central Powers...", Duce Messe added sensing that this meeting had come to a successful end.
