[/SIZE][/color] Lazarene Link: Lazarus ForumsElections in Lazarus!August 12th marked the beginning of a new term and a new set of government officers within the High Chamber, a full five days after the election should have ended. Due to some fierce summer inactivity caused by sunshine, vacations, and a surprising number of faulty internet connections for members of the Council of Emerald City, nominations and campaigning came to a standstill. After a few days of waiting around and some behind-the-scenes pushing and prodding, a complete selection of nominees was finalized, campaigning began in earnest, and the Council voted. The Lazarene Gazette: 20th November[/SIZE][/color] Lazarene Link: Lazarus ForumsChallenge to the DelegacyAs many of you are already aware, King Dezzland recently publicly announced that we had discovered a traitor in our midst in Lazarus. We have not heard an official response from either Bakacka/Balacka or the Eastern Fringe concerning this announcement, but nobody here in Lazarus is really holding their breath in anticipation either. Again, we thank Gatesville and The West Pacific for their aid during this pathetic invasion attempt. Back at the end of October, the Steward of Emerald City and Advocate of Foreign Enticement, Aisli, issued a challenge to King Dezzland concerning his position as delegate. Citing his inactivity and poor leadership skills during the entire Emperor Matthius/The North Pacific/The Rejected Realms chaos, Aisli called on the rest of the Council of Emerald City to help her in replacing Dezzland in the position of delegate for the benefit of the region, stating that "new blood is needed to revitalize our region, and I am even willing to offer up my own blood if necessary to save our region from stagnancy and internal governmental strife." Unbeknownst to the outside NationStates world and even to those not directly involved, Aisli's challenge to the delegacy was actually part of a carefully structured secret plot to have suspected traitors in our midst show their true colors. In private discussions, Dezzland was the mastermind behind the operation, saying, “As for Balacka, I was wondering if anyone had any suggestions for using this to our advantage? I was thinking a false election.” Aisli quickly jumped on the idea by saying, “I'm all for the fake challenge and election idea. I think that could be marvellously entertaining.” And with that, the plot was hatched. Operation Gordius swiftly went into action. Aisli posted her “challenge”, Council members “debated” the merits of Dezzland’s kingship and leadership abilities, and eventually Aisli was “elected” as the new Queen of Lazarus. Recently, Aisli issued a public statement revealing that she is not, in fact, the delegate of Lazarus. Hopefully now that everything is out in the open, things in Lazarus can get back to normal and members can discuss more interesting things, like Dezzland’s endless booze supply or Aisli’s sexy muffiness, instead of how the two both want to be delegate.

The Lazarene Gazette: 5th February[/color][/b] The Council of Emerald CityThings have been chugging along at a rather decent pace over the past month or so here in Lazarus. The most significant aspect of forum life has been the busyness of the Council of Emerald City. In the past two months, the Council has passed two new resolutions and is currently debating a third and fourth. The Emerald InquisitionBack at the beginning of November, the Council voted to create a judiciary body for Lazarus. Until recently, Lazarus has not had a real need for a judiciary body, but after the hassle of dealing with the forum destroyer Addarow off and on throughout 2007, the Council decided that a judiciary was necessary to help deal with these sort of NationStates players. North Harmoneia originally proposed the idea for a judiciary court. Eventually, we fine-tuned the proposal around the end of November, but it wasn't until early December that we all had decided upon a name for our judiciary and could bring the resolution to a vote. Thus, the Emerald Inquistion was created with 94% in favor and 6% against. The Courts of JusticeShortly after the passing of the Emerald Inquisition, Carlopia proposed voiding the Emerald Inquisition and instead raised the issue of creating a more permanent court system for Lazarus: "What I suggest instead is that the Judiciary become an official arm of Lazarus in a permanent way. Instead of a part time Judiciary we should instigate a full time Judiciary." Citing the need for a Lord Justice to moderate over the courts, Carlopia stated, "The Courts shall be responsible for the interpretation of law and handling of matters deemed criminal in Lazarene law, excluding impeachment. It shall be the responsibility of the Lord Justice of Lazarus to interpret the law whenever called upon or they deem it neccessary to settle a dispute, and their decision shall become binding precedent, unless overturned or made irrelivant by a subsequent piece of legislation...Not sure how full this idea is, but I like it for the most part because it gives a fixed head of the Judiciary who does have a purpose in interpreting and applying the law constantly (which would therefore make the LJ an expert in the law) while maintaining some neutrality." The Council debated the merits of this new piece of legislation throughout most of December before deciding to bring the matter to a vote. No one, unfortunately, was really around due to the holidays when the vote was taken, so it passed unanimously thanks to three voters. Lord JusticeEveryone seems to love the Courts of Justice, however. King Dezzland appointed Starlav (who now goes by Disaster & Triumph) as the Lord Justice at the end of December, and we are glad to have the Courts in his capable hands. In turn, Disaster & Triumph, appointed Joshua, Carlopia, and Pope Lexus X to be the jurors of the Law Commission. Together, the four of them are working to create some law reforms and new pieces of legislation to introduce to the Council. Current Council DebateCurrently, there has been a lot of debate within the Council over two newly proposed pieces of legislation - the Anti-Spamming Act of 2008 and the Lazarene Slander Act. The Anti-Spamming Act has been shelved for the meantime, probably until after the Lazarene Slander Act comes to a vote, which should hopefully be fairly soon. At the moment, things are topsy-turvy in Lazarus due to the start of February High Chamber Elections and the recent retirement of King Dezzland. But more on that stuff next time! Shake Up In Lazarene Elections[/u][/SIZE] Complete new look for government after February electionsArtist impression of the Chamber and King in first sessionWeeks of changeover and confusion within the government of Lazarus have finally ceased, with the election of a new High Chamber by the Council of Emerald and the ascension of King Northern Chittowa to the throne of Lazarus after former King Dezzland’s abdication. In a brief speech to his new subjects, the honourable King of Lazarus lavished praise upon the former King and suggested that the time of his reign will be one of ‘continuation’. The credentials of the new King can not be doubted by even the staunchest of NationStates critics; King Chittowa is widely hailed as one of the more experienced players across the globe and served as Seneschal for the former King – a position sure to set his Majesty in good standing for the oncoming Kingship. With his ascension from Seneschal to King, Norther Chittowa’s first act as King was to announce Aisli – former Advocate of Foreign Enticement – as his Seneschal in royal affairs. Typical of the new Seneschal, who was also made a Countess by King Dezzland in his last royal act, the first reaction to her new appointment was to joke “no pressure” for the upcoming turn in office. Both the new King and his Seneschal have been widely greeted with joy by the populace of Lazarus; many of whom are relishing the prospect of an “exciting and fruitful” new term of governance. However the changes did not stop with the ascension of a new King and Seneschal. Just a week after the changes of the Royal Courts a new High Chamber has been chosen in an uncontested. The first position to be confirmed was that of Steward of the Emerald City; an election won by experienced Council member Plots – a long serving citizen of Lazarus. Plots, who has been a Lazarene citizen since early 2007 took the time to thank those who voted for him in the elections. A plan or direction for the new term of governance has not yet been seen, however many within the Council are expecting an invigorating term to continue the development of law that has been seen recently within the Council – not least of which has been the continued improvement of the systems of justice. A new Advocate of Foreign Enticement was also elected in the new term after former Advocate Aisli was announced as Seneschal. Former King Dezzland, who has consented to remain a Lazarene citizen and member of the Emerald Council was unanimously elected by the Council as the new Advocate. Dezzland, whose Kingship saw a great improvement in foreign relations - as well as improvements at home in handling matters of State – has already been handed a challenge in his new position with the ongoing affairs in The North Pacific. However after a highly successful and widely acclaimed Kingship, many are hopeful that the new Advocate will not only live up to expectations – but that he will excel as a government official. Experienced soldier Killy Kitty has been elected to replace No State At All as Guardian of the Realm – a job that involves protecting the region and maintaining the Emerald Legions at a state of readiness; should they be needed to defend Lazarus or her allies. Although no plan of action has been announced, those who are members of the Legions would be wise to expect a tough stance on discipline and a highly active training plan to be established by the new Guardian – a soldier considered by many to be an astute and upstanding military officer and tactician. The Public Relations Office has also experienced a change in leadership in the latest round of elections. Relatively new Council member New Carlopia received unanimous support in his election as Director of Public Relations. Carlopia – who served in a similar role as Aedile of The New Meritocracy for several terms – is expected to bring energy back to the Office by establishing a weekly timetable of news and through attempting to create news synchronisation deals with other influential regions across the Globe. Though the new round of elections has seen an entirely new Chamber elected, many are hoping that the Ministers will be up to the task and steer Lazarus onto the path that has led to a new found prosperity in the region – however, only time will tell. Lazarus Begins Era of Justice[/u][/SIZE] New Judicial system created to replace Emerald Inquisition
Following a month of debate, several different ideas and the establishment of the Emerald Inquisition, the Council of Emerald has passed a new Justice Act to create Lazarus’ very own Courts of Justice. The Courts, an idea spearheaded by Carlopia after the creation of the Emerald Inquisition, create for the first time an independent judiciary in Lazarus to ensure that the law is upheld from a neutral and strictly legal point of view, allowing it to escape the trappings of political agendas. Most importantly the new proposal allows for trial by “jury of peers” appointed by the Lord Justice. Another important role of the new Courts is their implication on current law. The Act creates a sub-branch of the Courts; the Law Commission – responsible for the maintaining and proposing reform for legal clarity or benefit of Lazarus where possible.
After receiving strong support in voting, the Act was passed and King Dezzland appointed Starlav (now Disaster and Triumph) to serve as the prestigious first Lord Justice of Lazarus, a role crucial to the survival and impact of the Courts. Upon his appointment, Starlav described it as a “great honour” to serve as such an important member of the Lazarene community and promptly appointed Carlopia, Pope Lexus X and Joshua to the Law Commission, all of whom accepted their posts. The Law Commission has already had an impact on Lazarene law; proposing changes to the Forum Defence Initiative and the Mandate concerning the majority needed for voting. The Lord Justice has also been in on the fun; having had to interpret meanings in the Justice Act, the Mandate and he is currently forming an opinion on the necessity and legality of abstain votes in legislation.
Also on the agenda for the Courts is a look at a “system of representation” in legal cases. As yet no criminal trials have come before the Courts; Odimus left before it was necessary for trial under the Forum Defence Initiative. However Commissioner Pope Lexus is of the opinion that representation in criminal cases should be codified into law. Under the new Act criminal trials take place with a jury of 3 peers, but there is no grounds for legal representation mentioned in the Act. One idea that has been discussed is to use members of the Law Commission as it is an independent body. However the grounds for conflict of interest could see that fail should it come to vote.
