- The HTO's system of government is much like the former United Nations system, where leaders of the individual nations comprising the HTO gather in Rome and there select a member nation to "take the lead." That member nation's leader becomes the head of state for the HTO. All decisions regarding legislation and even war are dealt with by the HTO Council and during times of war the head of state becomes the commander in chief, a position he does not hold during times of peace.

Alexander Seleucus
Born to a rich and noble family in Nicomia Seleucus, as he has come to be known by his enemies and friends alike, grew up during the turbulent times of the early to mid 2000s. Those times saw the rise of new threats against Western culture, namely Islamic and other fundamental forms of terrorism. Interested in politics and business from an early age Seleucus paid careful attention to the international events of his day, eventually drawing the conclusion that against such strong and determined opposition individual nations could not triumph. This was no more apparent than when his homeland of Nicomia withdrew from a mission from the Middle East after suffering from months of attacks.
Once the HTO was reformed in 2020 Seleucus had already begun made his way into Nicomian politics and in 2035 was elected as Nicomia's Prime Minister, placing him square into the HTO Council; however, he wouldn't become HTO Secretary General until 2040. A strong idealist and politician Seleucus has striven for HTO superiority in terms of military and economics, leading the HTO into its second "golden age" where its membership doubled and its currency became the world's strongest along with its military.
Military:
- There is not a true standing army of the HTO in times of peace, the individual member states having their own armies and, when called upon by the Secretary General and HTO Council, pooling their armies together. For this reason any threat is easier to combat for a coalition of forces, even between small neighboring states, can begin to fight while more combat forces are built up in the meantime. The old HTO had the legacy of never being defeated in battle, except for the Battle of Sun Bear Pass which HTO archives maintain was a heroic victory to this day, and the new HTO thus far has managed to uphold this legacy of near invincibility. Important to note is that economic embargos are part of the HTO's arsenal and are used many times as a preliminary to direct military conflict.
Due to the vast array of national armies making up the HTO Security Forces, as it is officially known, technology differs somewhat between them. The oldest military equipment in use belongs to member states in Africa, dating to the early 2000s, and modern equipment is scattered throughout the rest of the member states. Many times the "modern" equipment is simply tested and reliable "old" equipment but updated to at least handle basic warfare.
Elite Forces:
- The elites among the HTO forces, those who also serve as a permanent force although technically this force shouldn't exist during times of peace, have been fortunate enough to be models and testers for the military scientists of the HTO. Modeling the armor and basic uniform after ancient soldiers the HTO sends a strong message to its enemies. The appearance of all body armor is the same but its composition is obviously greatly upgraded. The "average" elite unit carries with them a rather large but relatively light weight shield, modeled after the ancient Greeks, and a high powered rifle which uses nonconventional firing mechanisms (giving the rifle a very impressive projectile velocity capable of penetrating some of the most durable body armor available) and is strapped to the users arm which allows the soldier to protect themselves with the shield while being able to fire at an enemy at the same time.
The rifle's trigger is located in a perfect position so that the soldier does not have to adjust his hand at all: simply point using a single arm and flex your finger. The shield, on the other hand, is large enough to protect the user's chest, torso, and neck while still allowing great flexibility. The shield's composition, although kept as a strict secret, is known to protect the user from almost all types of personal arms fire, including being able to protect the user from grenade shrapnel and reportedly in battle, although never confirmed, sniper fire. Besides the shield and attached rifle the elites also wear classical greek helmets, again obviously re-composed of advanced material providing the user with a lighter but more resistant helmet. Shin guards and a chest guard with attached shoulder protectors round out the rest of the elites' armor.
