Oversight Committee Final Report

On December first, the forums of Invaders was crashed by Ketoprofen and The Red Factions, dual citizens of The Proletariat Coalition and North Pacific. The two intelligence agents phished a password from an administrator and then proceeded to delete most of the military and out of character sections. The two agents believed that this would be upheld as a victory for defenders. Never did they anticipate the swarm of controversy that was to come. Much of this controvesy was aimed at the Red Liberty Alliance; both agents were members of the Central Soviet of the RLA and were very active within the organization. Within the RLA, there was controversy also. People argued over the acceptibility of forum destruction and what actually happened. This inward discussion created the Oversight Committee, a group of three elected central soviet members who were to discover what exactly happened on December first, and how the RLA should punish any individuals found guilty.
The committee interviewed all members involved and compiled all information regarding the destruction. First, Blackbird and Xha'dam were questioned and found innocent of all charges. It was discovered that neither knew of the fourm attacks until it was too late for any action to be taken. Additionally, they were found to have taken no part in the physical destruction of the forums.
However, the committee found Ketoprofen and The Red Factions guilty of the following:
The committee found that the key problem regarding the forum destruction was the chain of command. Ketoprofen, as a dual citizen of The Proletariat Coalition and North Pacific, believed that he was not under the jurisdiction of Blackbird, RLA intelligence director. However, committee findings supported the idea that even dual citizens are subject to the intelligence director. As EuroSoviets, one committee member explains, "The Charter does not literally give authority to the Director over dual-citizens - but as with all alliances that I'm aware of, we expect those who avail themselves of the political rights of this alliance to put this alliance first. I'm pretty sure that the spirit of the charter is clear on that. The RLA is a gathering of like minded people to defend their ideals and the structures of leadership were created so that we could collectively control our own endeavours to that end." Blackbird was not informed of the decision to destroy the forums, thus the destruction was not sanctioned by the RLA and the chain of command not upheld.
Further, the committee was given the task of offering recommendations to the central soviet. The committee recommended the following:
Recommendations 4-6 specifically speak of the problems regarding dual citizenship as was mentioned earlier. This is important in preventing any issues like this from arising again. The chain of command is important in any organization that works with intelligence. If broken, disorganization erupts and problems like this can occur. Thus by preserving our chain of command, we prevent future problems. Further, note that it was recommended that forum destruction be banned and the offenders punished. This comes from the original outcry for action from the Central Soviet. People realized that this was a serious issue and justice needed to be found. The committee gave this to them.
All eight of the recommendations were passed by the Central Soviet, thus they are now RLA policy.
The RLA upholds itself as an organization that takes responsibility for its actions. This committee is an example of this. Our members strive to do what is best for the NationStates world, even when challenges like this arrive. The RLA will continue to meet and surpass these challenges. Moreover the RLA will continue to fight invaders each and every update as has been done since the creating of the organization and we will also continue to place agents in invader regions to help aid our defenses.

3. Conduct unbecoming a member of the Red Liberty Alliance, to the effect of bringing down shame on the RLA and its intelligence apparatus.

5. Dual citizens who do not wish to follow this chain of command may not be members of the Central Soviet which is reserved for those who, above all other organizations, wish to consider themselves part of the RLA.
6. Such dual citizens will not have the right to claim their actions are on behalf of RLA Intelligence with the explicit exception that their actions are approved by the Director - without any possible equivocation being evident. In such circumstances the Director himself will be liable for any charges made by the Central Soviet or members thereof.
7. All foreign powers shall be ignored when it comes to internal jurisdictions at the RLA. It is the sullying of our name amongst our own membership which concerns this Committee when it speaks of prestige and respect for the RLA.
