Recieved this:
"The Kingdom of Fonz 1 Received: 8 hours ago Fellow nation of Hyrule, i come to politely ask you to un-endorse Atlantico Norte, the current U.N. Delegate. He has done NOTHING for our region and our population size is pathetic in numbers AND in growth. Please, as a patriot of Hyrule i ask you to remove your endorsement and endorse other nations that you find suitable. Thank you, and may your nation prosper to your will."
As far as I know, this is not the right way to become the UN delegate of a region, but I have not read through the consitiution yet. Also, this was sent after he TG'ed me for an endorsement exchange. I have since withdrawn my endorsement from Fonz 1.

I recieved like 3 of those:
We have like the third largest region in NationStates. Why do we have a pathetic amount of nations? And AN is the rightfully elected UN Delegate. If this guy wants to add his voice to the elections, then he should just join the forums.

The problem is that he has 42 endorsements and AN has only 48. So if some people drop AN, or more people endorse Fonz then he will be the new UN delegate.
I say eject Fonz 1 from the region or ask everyone to un-endorse him.

I just went through the constitution and noticed that there is no mention of how many endorsements any member of Hyrule can have.
I suggest that you ammend that to say a member can have no more than 2/3rds of the endorsements of our UN delegate.
I also suggest you create some type of position to monitor the endorsements of each member - I would be happy to apply as I did just that in my last region.

Okay, just read the endorsement cap law. At the end (5.1) was that law repealed? If so where do I go to see the discussion on it.

cycnus: That would be the position of Chancellor. There are elections coming up this month (the 20th), and if you've met the minimum requirements you are more than welcome to run! While Hyrule's population may have been declining, that is not the delegate's fault, and that is mainly because no recruitment has been done. Of course, Hyrule is still one of the largest regions in NationStates, and we would appreciate it if someone helped to recruit... I have sent him a TG telling him why he was ejected, and that he may come to the forums and post in The Regional Court to explain what and why he said such things. Also, I have recieved a TG from the nation Gold and Garnet saying:

Thanks nessie... well... anyhow I would like to thank two fellow nations that warned me (beside our chancellor)... and I would like to inform that both Cycnus and Skiba Andriano Grant have been awarded with Hyrule's UN Honour award.

What is a Guard, what are the duties?

A guard is made up of UN nations. They protect the region by endorsing the delegate and can even take it to the enemy by invading their home region. I have been part of the guard in every region I've been in and their duties are basically protection and invasion to protect their region or allies.
