In the humble congress of Staatssreich, subordinate positions are filled by appointment; either the Chancelor appoints a subordinate, or the ministry head appoints her own subordinate.
I would suggest, as Hyrule endeavors to be democratic, that the Minister of Cartography be elected and all vice-cartographers be appointed by said Minister.

Well, if a minister announces he/she is absent, then a subordinate minister can be appointed.

So, does that mean they would have to be voted for...If I were going to be gone for a month, let's say, does someone just fill in for me or does there have to vote?

If you announce you were gone and appointed a temporary minister, then no. If you announce that you were gone and didn't appoint a temp minister, then you would still have your job after a month.
