My proposal. Suggestions? I'm only EM XD.
Article 3: Regional Citizenship & Voting
3.1 In order to qualify for citizenship and the right to vote in the region, a nation must meet the following three criteria: 3.1.1 The nation must reside in the Region of Hyrule. 3.1.2 The nation must be registered on the Regional forum. 3.1.3 The nation must have made a minimum of five posts. 3.1.4 Cannot vote using more than one account 3.1.5 Two (or more) users that have a shared IP addresses cannot vote to ensure the following: 3.1.5a No Multi-Account Voting 3.1.6 Exceptions to 3.1.5 and 3.1.5a are: 3.1.6a If only one person with shared IP address votes
3.2 Visitors from another region cannot vote, except for: 3.2.1 The visitor must have a nation residing in the Region of Hyrule. 3.2.2 The nation must be registered on the Regional forum with their Hyrule nation. 3.2.3 The nation must have made a minimum of five posts. 3.2.4 Cannot vote using more than one account 3.2.5 Few exceptions apply unless approved by Founder, Delegate, or Chancellor of Justice.
3.3 If a nation registered on the forum leaves the Region without valid reason, and does not return, its citizenship may be revoked. Under certain conditions, the Chancellor of Justice may also revoke the citizenship of a nation.

I've just modified EM's proposal to better sort it out, it should be the same (except with different words).
I agree with basically what you said, EM, except for article 3.2.5 (article 3.5 in my version).

Might I suggest that the definition of a citizen is tidied up? In G.B. & N.I. you actually have to apply for citizenship before you can take part in a vote. I feel something like that would tidy up the definition of citizenship. Moreover I feel in important elections like this we should not use forum polls, but post our votes so it is clearer what IP is being used.
Any thoughts on this?

Well... I've been Ambassador for a region that also had that rule that you could only vote after you apply for citizenship (sorry but I can't remember which) ... And well... things worked very smoothly there. I agree with you Robengrad on both... that the elections should not use forum polls and that it would be a nice idea to only allow people to vote after applying for citizenship.

What about the right of privacy? If someone wishes their vote to remain anonymous then shouldn't we honor that wish? I have no objection to "cleaning up" the citizenship definition, but I will not support a change in the current process of voting.

In GB&I they have different member groups for citizens and non-citizens ("residents.") The problem here is only the root admin (Tri-Hylians) can add or change different member groups, as I don't have that ability, and Tri-Hylians left the region a while ago.
I feel that, if we want to make the citizenship process easier, remove the five-posts rule. While it might cause less confusion, they might not be too active in Hyrule. Or not have any formal laws, just inform people if they vote and not meet the citizenship requirements that their vote will not be counted until they reach the requirement.

Here's a further modification:
So shall we put this up for vote in the voting forum, or modify it some more? Keep in mind that we can discuss a law later on what defines citizenship and how one becomes a citizen, if needed.
