Arcaia, who also uses an account called Lanayru, voted twice in the election for regional delegate. But he has admitted to doing such accidentally via IM, and said that he forgot that he voted earlier.
Right now I have stated that it happened in the election thread, and that one vote will be subtracted from AN's total (who he voted for with both accounts). Should further action be taken or not, and what should the punishment be, in your opinion, if further action is taken?
I feel that nothing too harsh should be done, and that a ban from voting for two week will do.

That sounds good IMO. I also think we need to re-work the multi-account law to where people must register thier 2nd account && get it passed. Also do a voting one, if one is needed, but Art. 3 of the Consti. should do (well my version XDdX).

Generally, if we do open voting, ie. where people post their vote, voting with multiple accounts won't be much of an issue as it will be easy to see and remove, but at the expense of privacy (but one way to solve that is to PM votes for candidates to, for example, an election monitor account, to retain private voting).

I believe that Ness' punishment should be sufficient, however I think that posting votes in a thread would be too time consuming and may upset people because they think their vote should stay private, as do I. The question then becomes whether we should just do a re-vote using a poll or should we subtract one vote from AN's total?
I say that one vote deducted from AN's total is the best option and that 2 weeks ban from voting is sufficient...

I agree, beginning again will just be too time-consuming and it's just easier to subtract a vote. I'm not sure about posting votes in a thread being time-consuming (quick reply allows you to type and hit post, though there are some people who are not fast typers, but it's not much to type, etc... ), but I am aware of the privacy issue. I came up with a solution that, while not completely private, should work well for people who do not want others, except the person with the election monitor, to know who they vote for.

A person could technically figure out who voted for which candidate. If they see a one vote change and right it down who voted last they would then know who voted for which person. I would support an election monitor position.

Yes, what Stargate said is true. Due to the problems we've been having I have been watching the delegate election closely, and have been keeping track.
Also, at the time of this writing, Dragonatus does not meet 2 of the requirements for citizenship (nation in Hyrule, 5 posts), so his vote has been removed.

I suppose that an election monitor wouldn't be so bad and I have no problem with people knowing how I vote, I was just speaking for those who may not...but yes I would also support an election monitor
