Though Grand Moff Matthews did not know Roman culture quite well, he was smart enough to realize the error of directly insulting Rome without being thorough in his explanation.
He turned to Promagistrate Uritinus, and said, "I wish to rescind my earlier jabs at Rome. I just can't help myself but just blurt out the wrongs of a nation sometimes without focusing on the positives of nations as well. Truly, I know Rome will recover, like it did in the past. I just couldn't help but let my conscious say how horrible you were at keeping your territories intact."

An exceptionally proud, flag-waving, bible-thumping citizen of Dixie, Jefferson Davis was slightly taken aback by the loud words of the Roman Promagistrate, and felt the stinging slap of disrespect wound his Southern Pride. While the Romans were extremely well-known for their righteously earned pride, the Southern 'hicks' of America were nearly unmatched in matters regarding their own hard-won independence from the hated Yankee, and regarded any questioning of their 'states' rights' as outright backing of the hated North. Despite this stinging insult to national sovereignty, however, the Georgian managed to keep his outside appearance more-or-less composed, beating down the temptation preach the message of "States Rights" after carefully weighing the situation.
"That's all we of the S.S.A. can ask... Promagistrate..." spoke Davis to the Roman man, anxiously scratching his bearded chin, "Please... Go tell the Romans of our little.. predicament and mention the fact that a new nation exists here in this patch of earth called North America; one which reigns here without the support of the U.S. Rest assured that I fully understand your way of thinking, my Roman, and know Roman tendancies very well.. being a learned scholar of other cultures."
Pausing for a moment to admire the slowly passing parade moving through the street directly in front of the 'Black House', Davis silently walked to the massive window overlooking the green yard of the Southern Capitol, smiling at the crowds of flag-waving children marching along Southern National Guardsmen on the black asphault road.
"However, with us being in the city of Atlanta, the seat of American power, the question is focused on 'Roman' tendencies; but of Southern ones. We Southerners are a prideful lot, with our rightfully earned pride stemming from the glory days of our grandfathers and great-grandfathers in the first American Civil War. Stonewall Jackson, Nathan Bedford Forrest, and Robert E. Lee were our fathers, gentlemen, and have given this wonderful country what it means to be free of any political tyrant living in the hallowed halls of the 'White House' in Washington, D.C."
"We seek no quarrels with any nation, Promagistrate," continued Davis, "only recognition of what we proud Southerners have done with our community.. Our Nation."
"With that said gentlemen, I believe our time here is done. With the exception of the good Promagistrate, will all of those who recognize an independent Southern State please come forward to sign this historic document of acceptance to the rest of the world?"

Sensing his work was done in Atlanta, Grand Moff Matthews took out his pen, and at the bottom of the document, wrote his name in an elegant form of cursive writing.
"Well President Davis, I do believe the time has come for me to return to Canton Rouge, and ensure that everything will be kept in order." He reached his hand out, and shook President Davis' hand with vigor. Grand Moff Matthews then turned to Promagistrate Uritinus, and told him once again how he still respected Rome, even in its time of chaos. And with that out of the way, he slowly exited the 'Black House', taking time to marvel the figures that adorned the paintings.
On the way back to the airport, the Grand Moff could not help, but smile at the children in the parade, who waved at him, having never met a foreigner before. Before long though, he was back at his private jet, flying back to his home.

Emperor Tojo stepped up and singed the document in his scribbling signature. He tole President Jefferson Davis, "I hope that our nations will grow into strong relationship between us." He left into a limo to go to the air port to return home to StargateSG-1 and see how this will pass over his people at home.

Marcus quickly signed the paper and whispered to Jefferson, "I wish to speak with you in private about the Al Gedi threat. Even now, our forces are hard at work to discover those responsible for a nuclear explosion and an EMP attack on our capitol. I would like to know this: Does Clamparapa have an ally in the SSA against Al Gedi?"

"My dear Marcus," spoke Davis, patting the Clamparapan on the shoulder, "the Southern States of America is always more than willing to ally ourselves with other nations in the world in the noble pursuit of world peace.. Let us indeed talk more of this matter in my personal quarters... for America is always willing to lend our foreign friends a helpful ear..."

Promagistrate Uritinus had seen Emperor Tojo of Stargate bid his farewells and leave, no doubt heading back home to defend his decision to begin relations with the Confederacy. Turmoil was brewing back in Rome and while Uritinus felt that there might be more opportunities in solidifying Rome's relations with the Southern States of America he decided to allow the Senate to discuss the matter further.
Uritinus, rising from his seat, bid the Grand Moff of Canton Rouge farewell also adding "...I apologize for my earlier outburst and I hope that relations between our two nations only strengthens."
The Promagistrate then turned to President Davis saying, "I believe that we have taken a big step forward in the prosperity of our people. I am afraid that I must take my leave now and I hope that you understand. You shall hear from the SPQR soon..."
