"It has been reported that Secretary of State Colin Powell has been involved in some discussions with the Grand Ayatollah of Nicassar outside of the official Trade conference in Tokyo. Sources inside the state department claim that Nicassar has been offered an unprecedented deal that would guarantee the United States access to the vast Nicassar oil fields in the Middle East, at a set price for the length of the treaty.
"It is said that the main offer is for a constant U.S. base and garrison in Nicassar, as well as a large sale of arms. The Grand Ayatollah is apparently mulling over the deal which would apparently guarantee the stability he has been looking for in his nation for some time now, as well as giving Nicassar a powerful ally in the troubled region.
"Only last month Nicassars neighbour, Kuwait, an outlying region of Zionir, was invaded by the Central Powers. Since the invasion Protoan forces have remained on station in Kuwait, barely 20 miles from the Southern-most oil fields of Nicassar. With Nicassar's position as one of the biggest oil producing nations in Hyrule seemingly in threat since then it was believed the Ayatollah was going to seek such aid from the region as a whole, but the United States seems to have gazumped (OOC- yes its a word, not sure about spelling though) the rest of the region in a further showing that the U.S. is looking to secure its primacy in Hyrule.

"It has been announced today that following discussions in Tokyo between our Grand Ayatollah and representatives of the United States that U.S. forces will be setting up a permanent base in our country. The move has been described as a purely defensive one by sources in the U.S. and will see them paying a large sum of money in return for access to the Nicassar oil fields.
"The move has sparked some protests in cities by extermists, but these are being played down. The Ayatollah hopes this will defend the Nicassar position as the primary oild producer of the region, and scare off any thoughts Central Powers forces in Kuwait may have had of taking our southern most oil fields.
"U.S. troops will move in as soon as possible, and will also see a Nimitz class carrier stationed in the Gulf on patrol."

News Break Bubiyan Island, Kuwait
Protoan troops have apparently increased in number to around 5,600 up from 2,000 previously. The Kaiser has stated that it is a security measure to protect the assets of the United Reich, in preventing further conflict between Protoa and Zionir.
Bubiyan Island was recently acquired by Protoa following the course of the Protoan/Zionir War. The amount of oil fields there provide a sizeable income for the United Reich. The Kaiser has stated that eventually, the United Reich will acquire more territory for it's economic gain.

We wish to have some reassurance that if the United States is truely planning to set up military bases in Nicassar that these will not prove to be threats to the Republic, which includes a decrease in oil imports from Nicassar. We do not mean to question our long standing respect for another and we can guarantee that your influence in the region will not be tampered with. You also need not be concerned about Protoa's current show of strength in Kuwait for if a move is made against your nation, even a subtle one, then we shall terminate our agreement with the Central Powers.

To the roman senate:
The United States is setting up bases in Nicassar as a defensive measure for our oil procurement. If our own national wells are unable to maintain expected and required levels we are now allowed, by treaty, to requisition oil from Nicassar in exchenge for food and continued defense of the nation.
Furthermore, the show of strength by Protoa is the exact reason we are moving into the region. We reserve the right to defend ourselves should the build up continue. The Nicassar governtment has expressed a deep concern at the increase of troop numbers in such a small area of the region. Such a concentration implies possible invasion, and we are now there to rebuff such an occurence.
We hope that you will re-consider your alignment with the Central Powers should they move against Nicassar or any other nation. We are still worried about such an unstable government holding sway over other nations in a such an alliance, and will not see this fear sated until such time as Lucian announces his true plans for the C.P.A.

United States forces have begun moving into Nicassar and creating their first base of operations. The Grand Ayatollah has welcomed the troops as a sign of greater peace and prosperity for Nicassar. At the same time President Bush has declared his joy at what he calls, "A sound investment for the continued primacy of the United States."
The U.S.S. Lincoln has taken up station in the Gulf, and will soon be joined by the U.S.S. Roosevelt carrier group. On top of this 4,500 members of the U.S. Army are being deployed in Nicassar, with some elements of the U.S.A.F. to join in the coming months. The U.S. presence is likely to be increased however, should the HFTB treaty be ratified as the fear in the U.S. is that as they will not be joining it that the HFTB could reduce the ability for the U.S. to procure oil.

There they will protect the soverign territory of Protoa, and hopefully prevent any problems with Islamist Extremists.
The United States of Robengrad and Nicassar should not be concerned with Protoa. We have no intentions of taking land that will serve us no purpose. The amount of oil we receive from Bubiyan Island is sufficient. To those nations... take your concerns elsewhere. We are not interested."

Piekrom hears the information a little late and they get truly annoyed by the development.
To the us How dare you bring hostile forces to areas close to our boarders. you have no interest other then the oil of the country you made a deal with so this presence is excessive. considering that they have their own military force to handle the situation. your presence is not appreciated. the only thing that we feel would be appropriate is armed ships escorting your tanks if you are that paranoid. considering your previous history of hostility's we do not want you armed forces on our door step without a treaty.

We are here as the guests, and indeed at the request, of your neighbour the Grand Ayatollah. We feel no need to clear our foreign policy decisions with you, or anyone else first and to imply that we should is just pure arogance on your part.
The forces placed in Nicassar are not hostile and have no orders other than to protect Robengrad oil interests in the Gulf. We fully recognise that Nicassar has a force that is more than capable of handling itself, however, the Grand Ayatolah believes that with a U.S. presence in the area he gains an additional power to repel any possible invasion.
Having said that allow me to make one thing clear to both Piekrom and Protoa, any hostile move against Nicassar will be repelled with our backing. The increase of troops in the Bubayin area does concern us, as we feel 10,000 men is exesive for such a small area. Especially compared to our numbers in Nicassar. I will say again that unless a move is made against Nicassar these troops should not bother you. But if you should develop eyes larger than you stomachs you will feel the full force of the United States move against you.

I think i can speak for both of us that we never had any hostile intents upon the nation of Nicassar but your recent displays of power and hostile action can be interpreted as acts of war very easily arrogance has nothing to do with these emotions rather a concern about you and your instable nation. where ever you go war seems to follow you so we prefer you not being in our region so that wars will not come.

The U.S. forces are in my country at my request. This is in response to the Central Powers military build up on my border. I cannot help but notice that you are willing to allow one force to build its military in this area of the world, yet not another.
The forces in my country have no impact on your nation whatsoever and will continue to do so as long as you do not make any further hostile moves against my nation. Your anti-U.S. stance worries me as it appears you wish for them to leave so you could attack my nation. Until further notice Nicassar is ceasing trade with your nation until we can be clear on your reasons for wishing the U.S. forces to leave my nation.

well i have never opened trade with you to begin with so it does not concern me secondly it is a different story when one builds up forces in his own territory and a different matter all together when they do so in another nations. thirdly we know that the nation of the us is full of extremest democratizers who would stop at nothing to make the worlds political landscape to mirror their own flawed system. they have a very hostile history towards nations of different ideals so i would not like them to have a point from which they might attack someone in a preemptive strike.

This is the evening report. After the recent build-up of U.S. troops in the Middle East, Clamparapan forces are on a heightened sense of alert. With the oil in the Clamparapa Eastgrounds (Angton/East Relican) rivaling the North American Tar Sands and the Middle East, many top military generals are suspicous of the recent U.S. move. Of course, the Americans are paying Nicassar for the oil but how long before they turn their eyes towards the Clamparapan oilfields? If any offer is made, it will be reviewed by CSC and voted on. It will most likely not happen, as Clamparapa does not have any need for protection. Clamparapan forces are on a peacetime stand-by, if the situation in the Middle East turns violent. Clamparapa will most likely stay out of the way, unless her ally, Protoa, is attacked and calls for assistance. Clamparapa is not doing anything threatening; just watching the television screens with increased interest and focus.
