OOC: This explains how the Pacific States Union came to be.
IC: San Diego...
Life was hard in the crumbling United States, but the pain was truly felt in the Pacific States region where the vast majority of money that was being made was being sent to the government setting up now in NYC because of the fall of D.C. to the C.S.A. And the people there were tired of having to send over all their hard work to the government, and in return, they received nothing. Something had to be done.
Enter a group of individuals who promised the Pacifc States that if they would rise up against the so called 'fascist' government of the United States, then they would be able to achieve independence for themselves. And seeing as how life was in the area, the people decided to go with the idea of fighting for independence, as seeing that they had nothing to lose, especially that the southern states were able to successfully achieve a new country. But they counted on one thing. If they became independent, they would not condemn themselves to world politics, as that was a curse, they believed.
So, on one fateful day in February, it all began. It started in San Diego, where the people took to arms against the presence of the United States, removing any and all signs of 'fascist' American propaganda, and instead, replacing it with symbols of the Pacific States Coalition. And it did not take long for the revolt to spread to other cities, where others also took it to themselves to remove the Americans from the region once and for all.
Independence would be achieved, or the people would die trying....

The next day...
The next day, the new Pacific States Union begun raising their new flag over the areas that they had liberated from the 'fascist' United States. This was met with loud cries of approval from the populace who were now able to be free after being bound in by the U.S.
None more so than a lowly street commander, Paul Smalley. A thug of tweny-three years, he had spent the better of his days roaming San Diego, in search of a better life. And when that wasn't given to him, he was quick to take up arms against the Americans by joining the Pacific States Coalition army.
Now, he was in charge of one of the many squads sent to free the newly created states from the Americans. And just his luck than when his squad cleared the Gaslamp Quarter, they took captive some civilians suspected of collaborating with the Americans. And in his mind, Smalley knew that was treason. And the only way to deal with people suspected of treason was by death.
He unholstered a Magnum .357 from his pocket, and walked up to the group of five captured Americans. Surrounding the prisoners were a crowd of Pacifican's shouting chants of 'Death to the fascists!' Smalley turned to the crowd and addressed them, "The punishment for treason in the Pacific States Coalition is death! And these traitors will truly experience what it is like to face justice at my hands!" He then shot all five in the head, and as the bodies fell to the ground, he announced, "Those who think they can be against our government will pay the price!"

Military Scoutpost, Alaska
"Have you seen these reports?" asked the WO.
"Ya. I'm thinking that this nation might be a threat. I mean we can easily be seen as a fascist nation to them. If they try to attack, we will crush them." The Captain proceeded to type a report of this incident sent back to the CSC in Riefort. The report, after going through intense screening and coding, was sent to the CSC, decoded and translated. "We need to take action!" one of the council members ordered.
"No, not until the PSU does something daft. They are only transitioning to a new government. Leave them be. Unless they start advancing on us, we need to stay clear," another council member interjected.
"I agree with Councilman Anderson. We need to hold back," boomed the deep and gruff voice of the CSC chair. An order to hold back was sent to all military units and the nation waited to see what would happen...

San Diego had been all but clear of Americans on land now, with a few pockets of resistance holed up in the La Mesa suberb. Apart from that, all neighborhoods, military installations, and Lindbergh Field, a.k.a., San Diego International, had been cleared. This was met with loud cries of approval from residents of San Diego, cheering that they had removed American presence from their city. And as for the rest of the cities along the American Pacific Coast, most if not all had also been cleared, thanks to the fast work of the rebels removing the Americans, and the American military being exhausted and short of supplies.
Already, an election for an oligarchy had been made, with the five council members being chosen from all over the Pacific states. These were: John Hoo, William Mendleburg, Cesar Menendez, Lisa Henderson, and Frank Smith, citizens from all walks of life and various regions. They would be the first five people to guide the new nation in the first six months, and they knew afterwards, they would have to step down, and let five new people assume the position. Basically, they would be in charge of everything that would go on.
Coastal waters off of San Diego
A fishing trawler with a couple of citizens and a few rebesl armed with M4s and M60s had just set out not only to catch some local fish, but also try their luck against any small U.S. naval craft attempting to take out the new nation. Just imagine their luck when they saw a frigate that they assumed belonged to the United States Navy. And they assumed that as long as they were out there, why not try and capture it, or at least weaken it to the point that it could be captured.
The trawler increased speed as it steamed off towards the frigate. The rebels cheered loudly, believing that they would be able to take out an American naval ship. They didn't know what would happen next...

Captain Almaida looked out his starboard side at the rushing fishing boat. Al Gedi, no doubt, he thought. He and his crew believed that the boat rushing them was an Al Gedi suicide craft, meant to destroy the frigate by running into it with high explosives. The Captain ordered the Halifax-frigate to fire 4 warning shots at the supposed Al Gedi fishing boat.
BOOM! BOOM! splash, splash. BOOM! BOOM! splash, splash.
The mighty 85 mm cannons sprayed water on the crew of the attacking trawler. Scared, but determined, they retreated, but firing their machine guns all the way to shore. Almaida picked up his radio phone.
"Get me 3 Kirov Battleships, a Nimitz, and a force of Destroyers, Submarines, and Frigates. We have to investigate this before something bad happens."
The small Alaskan Fleet, still to be built up, was sent to the area. They blockaded off the water around the area where the attack had happened, not sure who was the enemy. However, the day had just begun...

Premier Bruce Cornwall of the United Socialist States of Schiermannhoven had just been swept into office by Schiermannhoven's most recent elections and he and his fellow Communist Party members began looking to immediately implement their domestic and foreign policy, the latter being the one that would strike the hardest with other nations in the coming weeks and months.
After returning to his office from a meeting with the leadership of the Soviet Congress he sat in the heavy leather chair and spun around a moment to gaze out the large window of his office and on to the city of Woodstock. He got a slight rush after realizing in exactly what position he was going to reside in for the next 6 years and slowly turned back around where he found a report from Soviet intelligence waiting for him.
He had already heard, as had the entire world thanks to mass media, of the "Independence Movement" by the residents in the Western United States, or former United States. Terming their new nation the "Pacific States Union" and in this new and volatile nation he saw a possible ally in his personal mission to spread communism throughout Hyrule once again. While the leaders of the Pacific States Union had not explicitly come out and declared what political leaning they had he could tell that both them and himself, Cornwall, disliked the United States feverishly.
To The Respective Leadership Of The Pacific States Union:
I am overjoyed to hear that you have finally thrown off the bonds of slavery that your former masters had held over you for so long. You are yet another example of workers rebelling in order to better their own situation, not just for themselves in the present but for their children, grandchildren, and all successive generations to come. For his heroic effort, I applaud you and wish to meet with you in order to possibly establish formal relations, negotiate trade agreements, and, if you should require it, financial aid. I wait for your response...

"Holy smokes! I didn't figure the U.S. would be this armed!" yelled one of the rebels, surprised by the frigate firing on them. "We obviously need reinforcements, so let's head back to North Island Naval Air Station, and use one of the ships we captured there. That'll teach the U.S. to mess with us!" And with that, the trawler returned to shore, hoping the ship would still be there when they returned....
Later
This time, the rebels were in a captured U.S. Navy Ticonderoga class cruiser, luckily armed, so as to take on the threat, should they fire back. The cruiser slowly chugged out into the open ocean, and after a few minutes of sailing, they once again saw the frigate, unaware that it's escort would soon be upon them. This time, one of the rebels got out onto the bow of the ship and pulled out a bullhorn.
"Attention vessel of the United States Navy!" the rebel yelled. "You are trespassing in Pacific States Coalition waters! You have approximately 10 minutes to vacate the waters. If you do not comply with this order, we will be forced to fire upon your vessel, board it, and take any survivors we get. And we'll also attack any other ships we find that bear the United States Navy emblems. So it would be in your best interests to leave these waters!" He finished his speech, and awaited a response, the vessel to move, or the vessel to just lie there.

"Pacific States? What the hell is going on?" asked Almaida.
"I think we were just threatened, Skipper," said an ensign. The Captain thought it over, but before coming to a decision, he recieved a call from the incoming reinforcements. Knowing that they would be there in 30 minutes, he decided to send a clear message to the rebels.
WARNING TO ALL PSC FORCES We are a naval warship of the Clamparapan Supreme Navy. Do not fire on us, or you will face the wrath of a carrier battle group in this area. Do not do anything rash. FRIGATE ALAMO

To Bruce Cornwall,
We of the Pacific States Coalition are pleased that you have decided to meet with us. Although we are setting up an oligarchy, rest assured that we will do whatever it takes to remove any and all American presence from our new country. Therefore, we invite you to meet with us in San Diego in a couple of days, and we'll proudly set up a future free from these tyrannical American dogs.
The Respected Leadership Council, Pacific States Union/Coaltion (OOC:Interchangable with the Union/Coaltion. Go nuts.)
Open ocean...
"Clamparapan? Must be American code for a secret group! Seeing as how they refuse to move, I say it's time to blast them out of here!" yelled the rebel with the bullhorn. After hearing his crew agree and load up their weapons, he turned back to the Clamparapan vessel, and yelled, "Seeing as how you refused to vacate our waters, Yankees, we will now destroy your vessel. And know that you'll be the first of many American ships to go down to the ocean!"
With that, the main cannons fired, and so too did the one missile launcher on the ship. After a moment, the missile and cannon struck the frigate dead center, causing a massive explosion. Convinced that it would not last long, the bullhorn rebel yelled again, "This is the price you pay for not heeding the words of the Pacific States! Be lucky if we decide to rescue your hides, only to have them killed in front of the public!"
He failed to realize that he had potentially caused an international crisis...

The attack killed the entire crew in the large explosion that vapourized the frigate. The nearby fleet was shocked to see the blast and immediately began a situation review.
The commanders on the carrier Vanquish knew they needed to retaliate but how? The Kirovs could easily crush the small destroyer but that would put them in range of any other "surprises" the rebels had. It was decided to use their strike fighters to bomb the destroyer into oblivion.
The F-36s lifted off from the deck of the Vanquish and proceeded towards the rebel warship. After flying over the burning wreckage of the Alamo, they came within range of the ship. They could easily see the Captain look up in terror and see them. It was time for revenge for the pilots as they loosed their weapons...

The bombs from the F-36's immediately hit the deck of the cruiser, causing a massive explosion, and causing the ship to turn over. Just before the last bomb hit, it was reported that someone was able to muster out, "If any of you are religious, which I know few of you are, best you make peace with whatever maker you have before we perish here." With that, the ship then exploded once more, causing it to become a fiery husk, similar to the Alamo. The F-36's then decided to return to the carrier, knowing they had just taken out a potential threat....
San Diego
"Council! Council! We just lost contact with one of our ships!" a senior military official cried as he ran into the council's chambers. The five rulers turned and looked at him with disapproval, then beckoned him away as they looked over his report that the official had. What they noticed was that the jets that hit the cruiser were not F-A/18's used by the United States, but F-36's, known to be a sole Clamparapa fighter craft.
"Great, we've just removed the American presence from here, only to now have it potentially replaced by Clamparapans," Cesar Menendez commented, knowing that what had just occured could potentially lead to an outbreak of war.
"They shouldn't have been in the area in the first place," John Hoo replied. "If they were smart, they would not have intruded here whilst a revolution was going on. Instead, they had to pay the price by refusing to heed our warnings."
"The Clamparapans will want an explanation regarding this," Lisa Henderson added. "They think that we're rebels. We have to assure them that we just realized about Clamparapa. Otherwise, we are in serous trouble."
William Mendleburg asked Frank Smith, "What do you think we should do, Frank? It's your call as to how we respond to this."
Frank thought it over, then said, "Write a letter to Clamparapa. Tell them we're sorry for the attack, but they should not have been on our waters. And if they want to discuss this, they're free to come here to San Diego, although we can't assure full protection of them."
************
Dear leaders of Clamparapa,
While we regret the attack that took place on your frigate Alamo, we would like to point out that you were at fault for not obeying orders of staying out of our waters, especially during a time of revolution, where we reasoned that you were Americans. If you wish to discuss this further, feel free to come to San Diego. A word of warning, bring your own security as I cannot assure you our military will not fire on you.

To PSC leaders,
Our ships were patrolling the waters around our new Alaskan base when they recieved orders to observe your rebellion. We know they were close to you, but your units should have reacted more restrictively and asked for identification. They were given orders to fall back if order to. Rushing our ships and not identifying yourselves told our ships that you were an enemy force and forced our vessels to fire warning shots. Even when we identified ourselves, you could not resist firing on us. We had no choice but to respond with force. Sea Admiral Lacosta will meet with you to speak on these matters. However, until then, we are blockading the sea until we have these matters solved.

To the CSC,
We had reasonable doubt that your ship was still American. However, we will allow Sea Admiral Lacosta to meet with us. A word of warning: He must provide his own security as we cannot ensure that the populace will stand down. We look forward to your response, if you choose to reply.
