We interrupt your regular broadcast to bring you breaking news. The Fuhrer of the United Reich of Protoa, Saiedion Lucian, has died of a massive heart attack. He was 45. His sons, Charles Hans Lucian and William Manfred Lucian have agreed to take over the rigors of the United Reich, but have expressed new ideas.
We now bring you to Berlin, where Charles Lucian is giving his inaugural speech.
"To the People of Protoa and all the world,
It is with great honor that me and my brother take over the job of running this great nation. My father wanted his nation to be strong and powerful, no matter what the cost. He went so far as to almost create a Fourth Reich. While some people could agree on the idea that it would make Protoa great, me and my brother disagree. We have instead decided to eliminate the name United Reich and have instead decided to name our great nation the Imperial Empire of Protoa. Not only has the name been changed, but we have done away with our father's totalitarian views.
We have instead decided that our nation will be a Constitutional Monarchy, with me as Emperor, and my brother as Chancellor with a term of 4 years. After 4 years, the people of Protoa will have a chance to run for office and help decide what is best for our nation. We will let the people's voice be heard, for it is also their future.
A brand new Imperial Senate has been created, and through popular vote, simple citizens of our nation now have the power to choose what is best for the people.
Despite our change of government, I will honor our father's Central Powers Alliance and all it's members, for it benefits all the nations within it. We have also decided to extend our friendship to all nations in the world, encouraging them to begin talks with us to better our friendship with them. We also would like members of the nations with democracies to visit our nation, to help our Senators construct our new Constitution and give new ideas to a people that have been repressed for so long. We personally extend our greetings to the nation of Porcu, whose Senate is the pinnacle of all views of democracy.
While my powers will be limited to military and some domestic decisions such as ratifying bills into law and appointing Grand Judges, the system of checks and balance that many nations have will be now run by this great nation. I thank you very much for attending my speech and I encourage all nations to visit our nation so we can talk to each and everyone of you."
As we step back from the cheering in Berlin, we have received word that Charles Hans Lucian will be known as the Emperor of Protoa, but with limited executive powers (ooc: such as the President of the United States) and the Chancellor will have a term of 4 years, after which he may run again, but also giving Senators a chance to run for Chancellor. The Senators from the Protoan territories are as follows:

Marc Dentonine was busy signing in a new bill, when he received word of what had happened to Saiedion Lucian. Although he did not like the man for being an autocrat, none the less, he had respect for what he had done for Protoa. He knew very well that it was a tragedy that Saiedion died so young, but likewise, he also knew it was probably the end result of his overworking as the emperor.
Turning off the television that was broadcasting the news, Marc pondered how to respond. He could have just let it slide easily. After all, Canton Rouge was no longer a part of Protoa, and no one would care if no one went to the funeral. But after much consideration, he decided to send one person along. And who better to go than that former leader Timotyh Matthews. After all, he was about ready to begin his world tour of nations, and what better way to start it off than by at least appeasing the Protoan public with his likeness. So after much consideration, the president took out a pen and stationery, and began to write to the Protoan leadserhip:
To Charles Hans Lucian and William Manfred Lucian,
Canton Rouge feels sorry for the loss of Saiedion Lucian. Although we were a part of the empire for only a brief tenureship, rest assured that we know how bad it is to lose a leader. Therefore, for his upcoming funeral, we are sending the former Grand Moff Timothy Matthews to Berlin to attend his funeral.

Nakar Kor took the news of Sanar Lucian's death hard. The Protoan leader had been his first and staunchest ally, and had helped him through more than a few tight spots. He was one of the few outsiders Nakar Kor respected, and one of the fewer he concidered a friend. As soon as he could find a Dumakar to relay the message, he contacted the sons of the already legendary Sanar:
Dear Charles and William Lucian,
I am stricken with grief at the passing of your father and my dear friend Sanar Lucian. It grieves me that he was denied honorable death in battle, but instead perished by unlucky chance. I am not well acquainted with outsider funeral customs, but I would certainly desire to attend, and if you will permit it, I would like to bring a pair of priests to perform the Rights of Passage required to release his spirit from his charge of guardianship as Sanar and allow him to rest in peace. May the Gods grant you succor in your time of grief and strength for the challenges to come.

Marcus Theafer, still in Washington conducting the Alaskan Talks, was not available to hear the news. The CSC sent a message to the Protoan Government.
Dear Protoan Government,
We are sorry to hear about the death of a truly influential man. After his previous near-death experiences and all his accomplishments, it seems unfair for him to have died of a heart attack. The nation of Clamparapa is in mourning over the loss of Kaiser Lucian and General Secretary Theafer will be there as soon as he can.

Nakar Kor began immediate preparations to leave the Outlands and travel to Protoa. He sent the two priests ahead to assist in the preparations, along with a relatively thorough list of what would be required for a sucessful ceremony.
Dear Charles Lucian,
The following are a list of guidelines to ensure that the ritual goes smoothly. This is a rather unprecedented circumstance, as there has never been a Sanar who was not a Nakaran before. It is imperative that these guidlines be followed to the letter, to help counteract both the death not from battle and the lifestyle not wholy in accordance with Nakaran tradition. These two priests can assist with any necessary blessings or rituals, and clarify anything that you need.
1. Sanar Lucian cannot be cremated. No matter their rank, from lowly slave to myself, only those who die in battle are permitted to be put to the flame.
2. The grave must be dug by hand, without machines, and without metal tools. The priests have appropriate tools with them, and can advise on any specific circumstances, as well as consecrate the burial ground.
3. There must be no weapons of any kind at the burial. Even I will leave my sword behind.
4. At the beginning of the ceremony, Sanar Lucian must be holding the Blade of the Guardian in his hands, over his chest. During the ceremony, the Blade will be taken from him to be given to the future Sanar.
5. There must be no alcohol at the funeral, and all food must be untouched by machines of any kind. If necessary, I can send appropriate food from Nakarak ahead of me the day before the funeral.
6. Once the ceremony begins, no one in attendance is allowed to look at the sky. This is a sign of doubt in the Gods and their judgement.
The entire burial ceremony takes close to an hour, and both your funeral rights and the Rights of Passage must be completed just before nightfall. From the sunset the priests will be able to divine if Sanar Lucian's spirit has crossed over to the Otherworld. The funeral must take place before the first new moon after his death, or the gates to the Otherworld will be shut before him. I am sure that most of these things seem trivial to you, but they are immutable laws in the eyes of the Gods and my people. Your gods, I am sure, have their own rules and taboos about what you can and cannot do. Sanar Lucian has been placed under the protection of the Gods, and so it is their laws that govern his soul.
It is possible that you should become the new Sanar. You are young and unproven, however. The priests have been given instructions to assess your worthiness and your favor with the Gods ahead of my arrival. If you are found fitting, then you will be instructed in the ways of the Gods, that their blessings may flow from you to your people. If you so choose, however, you will be bound to the same laws that govern the people of Nakarak, far more than your father, well favored but too old and set in his ways to change so dramatically. In the end, the decision is yours to make, and no one, not even the Gods themselves, can take that away from you. May the Gods watch over you and the spirit of your father, until he finds his way to his eternal reward.

The jet carrying the former Grand Moff immediately touched down at the massive airport that served Corneria, and after stopping at the respective area, Timothy Matthews exited the plane. It had been a while since he had seen himself in Protoa, and the last time he was here, he was of course, the ruler of Canton Rouge. But now, he was a well off former man who had decided to attend the funeral of what he considered more of a mentor than a ruler.
Matthews immediately proceeded to the limosuine, gave his respects to the driver, then instructed him off to the place where the ceremony was to be scheduled. Along the way, Matthews thought about all that Lucian had done for the country and what was appropriate to say, as he didn't want to offend those in attendance. He very well knew that how he acted here would influence the rest of his 'World Tour'...

Nakar Kor arrives in Protoa the day of the funeral, and is met by the two priests, who quickly assure him that everything has gone well. He then travels by limousine to the site of the funeral, where he finds former Grand Moff Matthews and Charles Lucian already there. He approaches and salutes, arms across chest, with the two priests standing a respectful distance behind him.
"Greetings, son of Lucian," he says respectfully. "The priests inform me that everything has gone well. This is good. Your father was a brave man and a mighty warrior, and he deserves his reward in the Otherworld. So far the priests believe the signs are good. But that will wait for the ceremony. Have you thought more about becoming Sanar? Such a decision should not be made lightly, but it must be made soon. It is not good for the position of Sanar to remain unfilled for too long. Consider the matter as much as you need to, bt I will need your answer in a week, at most. That will leave enough time to teach you Nakaran religion and traditions before the ritual must be completed."
He then turns to Matthews. "It is good to see you again, my friend. How is the quiet life suiting you? I begin to wish that I could retire myself, as I feel old age catching up with me, but the Nakar does not have that luxury. But I digress. When you finish your travels, the Outlands have plenty of room for someone who wants to live a quiet life in harmony with nature and the Gods. You will be most welcome."

Matthews turned to Nakar Kor, and after saluting him, smiled, and said, "Retirement really has been a benefit to me. After ruling non-stop between chaos and carnage, it feels like the vitality of my life has returned. And regarding the Outlands, I would proudly set up a nice home there to get away from the hustle whenever possible. I'm also keeping my family estate out in Belgium, and a nice villa in the Mediterranean. So life will be good."
"I do hope Saiedion does go into the Otherworld. Granted, he may have created a few enemies while he led the nation, but granted, we all do. Furthermore, he was well respected not only by his people, but by ours as well. So I shall allow you to do your ceremony first, as I will only be speaking for no more than five minutes about the man." Matthews saluted Nakar Kor again, and took his seat next to the other representatives.

Charles Hans Lucian saluted Nakar Kor. He then said, "You shall not need my answer within the week. I have already accepted the challenge and ritual. And I hope that we all will benefit from my father's friendships and with hopes that allegiances will continue. Though I am considered young to many standards of leaders, I maintain that I am a spitting image of my father. I have his same thoughts, but my mind is on democracy. And you will always be welcome in my country. As with Timothy Mattews."
Lucian put his hands behind his back. He then began to walk towards the Imperial Senate, the former building of the Reich Council. "I shall address the Senate about your arrival. As expected, they will be very pleased to see you here in our great nation. You give the upmost support for our time of grief and change."

Marcus Theafer arrived in Protoa and made his way to the burial site. He had heard of the funeral arrangements, and, being devoutly Christian, was against the Nakarak burial procedures. However, he knew that this was Lucian's request, to be buried this way. He respected it and, after saying a quick prayer to calm his nerves, walked over to Lucian's son. The younger man turned around when he heard Theafer approach.
"How are you, Mr. Lucian? I am Marcus Theafer, General Secretary of Clamparapa. I knew your father very well and we were good friends. I am very grievous at his death. I wish to become friends with you in this time of loss for you and your family."
Theafer pulled out a fully steel, loaded pistol and gave it to Lucian. "This is a pistol I am offering you as an affirmation of our friendship. The steel represents the strength of this friendship and the loaded pistol represents our readiness to protect each other."
