Mark Pranex looked over the Alaskan landscape. The view was incredible; not at all snowy. Mountains and rivers cut through the future province of Clamparapa. Alaska would be the new capitol of gold refining in the country and would be one of the beauties of Clamparapa. After the deal worked out by the natives gave them the north and Clamparapa the south and the Aleutians, Pranex expected no violence from the natives. He got back into his Mako and the driver drove him back to the dock. Occupation forces would arrive within days to take the southern end of Alaska. All they needed was the blessing of the other nations...
OOC: I'm hoping to take Alaska and the Aleutians, if that is alright with everyone.

OOC - You can sure as hell believe that I'll contest that claim..
Official Statement from Washington D.C.:
The Confederate States of America is far from condoning this imperialistic 'land grab' by the Clamparapan nation, and will not, cannot, and shall not allow any foreigner to 'colonize' any piece of territory in the North American continent. We will take measures to curb foreign expansion into North America by any means, and will intervene in this affair if one Clamparapan soldier even steps foot on American soil. All nations who dare to support this outlandish claim by a nation based in Asia will immediately find all political, military, and economic relations severed immediately with the Confederate States of America, and will be held in contempt by Congress in the future. Any attempt by Clamparapa to seize Alaska by military means will be met with the full force of the American Armed Forces, which will be more than happy to rise to the task of repelling the foreign invaders from North American soil.
Clamparapa has no real claim to Alaska other than its rich abundance of mineral wealth, and we will not let a nation who has previously stabbed the C.S.A. in the back settle on our back door. Military units in Arkansas and Louisiana have been mobilized, and will intervene in this matter should the Clamparapan government choose to follow their self-serving intentions of 'colonizing' Northern America.
We offered Clamparapa our friendship, and opened our homes to their visitors a short time ago, only to be betrayed in the most pointless way conceivable. You Clamparapans chose to unexpectedly murder nearly a hundred American soldiers during the Spanish Civil War (MRLS strike in Barcelona) without any announcement of your war-mongering intentions, siding with an inept tyrant (Franco) who was far too incompetent to even keep order in the Spanish nation.
No nation hostile to the C.S.A. will ever set up base in our back yard, and any nation which chooses to support Clamparapa in their imperialistic land grab will be met with immediate hostility with the C.S.A; resulting in the complete destruction of economic and/or political relations with our nation.

From Canton Rouge to both Durandal and the C.S.A.
We are taking a neutral stance on this situation, but we hope that the two nations will come to a consensus with the claim. We also wish to point out that we will not drag ourselves into the bloodshed, should fighting erupt.
Grand Moff Timothy Matthews Canton Rouge
OOC: Ok, so now we have our first potential war crisis. So essentially, negotiate first, then delcare war.

Pranex laughed. It was the Americans own fault that they had been hit. The MLRSs were still under a general order to protect Franco from any attacker. If the CSA had bothered to check on the opposition, they may have realized that the Clamparapans were still there. Then they could have asked for them to back out. The Clamparapans would have happily recinded the order and pulled out. Yet, the Americans had decided to aid the Spanish underground and launch a surprise attack. The attack caught all of Franco's allies offguard, and the MLSs would have thought that they were more SPQR troops. Pranex pushed the thought aside. There was work to do and this was no time to dwell. With the continued expansion of other nations, Clamparapa had wished to also expand. It was either East or West. The West was ridden with communist sympathizers who would never let the Clamparapans occupy. The guerilla attacks would have been ferocious against colonists. So the Clamparapan govenment had decided to go East, towards Alaska. Why would the Americans be worried? The whole idea was to colonize as far away as they could from the CSA without leaving North America. They would be on opposite ends of the continent. The Americans need not worry about an invasion; Clamparapa had no reason to quarrel with the South. They were thousands of miles away. Any attack would be a waste. If an invasion force really was coming, it would have landed closer, like California or Nevada. If the Americans decided to attack, the Clamparapans would be easily able to eject them from Alaska. 20,000 occupation troops were on their way in the next few days, with 30,000 settlement troops coming within the next few weeks. The 50,000 some odd Marines would aid in construction, security and friendly relations with the northern natives. The Americans must realize that even though they were on the same continent, they were not nessicarily enemies. However, if someone attacked, he would make sure they were destroyed, American or not. It was up to Yavet Hill to make sure that he didn't have to do that...

OOC - Paragraphs make everything a lot easier to read, BTW..
To the Government of Clamparapa:
While you have no legitimate claim to Alaska, and have no business on this continent, we will nonetheless agree to hold a conference with your representatives over our Alaska disagreement. Clamparapa has no need to expand into North America, and we need not fight over your territorial claim. We, however, cannot have a nation who has (in the past) taken violent action against us to colonize in our back yard.
What vexes us the most is of Clamparapa's so-called example of 'friendship' to our nation during a time which we dutifully respected the Clamparapan state and people. You obviously knew of our intent to intervene on behalf of democracy in Spain, yet fired upon our forces anyway without any warning. Do not shift that blame to us, for we did not pull the trigger of this conflict. This 'minor' occurance could perhaps have been averted by a formal apology from the Clamparapan government, and can yet be resolved if the Clamparapan nation agrees to meet with the Confederate government in a 'civilized' conference to pay reparations for this incident, and compromise on the terms of Clamparapan 'occupation' of Alaska.
In the spirit of peace, we invite the leaders of Clamparapa to Washington D.C. to perhaps put an end to a war that has not yet been fought. There, we will negotiate the terms of Clamparapan involvement in Alaska in a peaceful setting.
Should Clamparapa decide to ignore our request at compromise and move troops into Alaska without making a "stab" for peace, the Confederate States of America will declare war on the Clamparapan people.

The General Secretary looked at the letter with disapproval. This should have been easy. Yet now he had to meet with the CSA on their terms. The Americans were right. Although no warning had been given, the American presence in the waters near Spain should have told the commanders that the CSA was prepared to attack. However, when they had attacked, the commanders panicked and had launched the strike. Theafer knew it was their fault, but the CSA could have given a little more warning of the attack.
In order to stop any war, Theafer would meet with the President, but anything short of control of Southern Alaska and the Aleutians would not be tolerated. He was willing to offer a monetary sum to Jefferson for the attack, but if Jefferson wanted Clamparapa out of Alaska. Well, he didn't want to think about it.
Dear Mr. Davis of the CSA,
Our two nations are seeing troubled times right now. I would like to avert any war, so I will meet with you. Clamparapa takes responsibility for her actions and this is no exception. I am truly sorry that our attack killed and maimed the lives of numerous soldiers. I will board the next plane to D.C. and be there soon.
Humbly yours, General Secretary Marcus Theafer

Having seen the sparks between the Confederate States and Clamparapa grow steadily larger and brighter Consul Cicero simply wished for Rome to be "part of the action". Internal affairs had calmed down for the moment and peace and tranquility reigned supreme, while at the same time Rome's foreign presence had nearly disappeared. Now was a perfect opportunity for the SPQR to gain more "international relations points", as Cicero called them, thinking that by engaging in such tiny acts as assisting in territory disputes Rome's image would improve in the eyes of all.
Seeing how the Grand Moff of Canton Rouge was trying to wiggle his way into the situation by acting as a mediator, Cicero jumped at the opportunity.
To President Jefferson Samuel Davis and General Secretary Marcus Theafer,
Our nations share this earth and its precious resources and the Senate and the People of Rome would think it a shame for such resources to be fought over and potentially destroyed. I believe that both parties involved are capable of resolving the differences that have come up; however, I also believe that an unbiased and bipartisan delegate would be helpful for this particular situation. I am prepared to send the SPQR's Senatus Princeps, or Vice-Consul if you will, Richard Nixon to Washington D.C. if you both should allow it.

Marcus Theafer stepped off the plane and, after going through customs, stepped into Washington. He was astonished at this large city, with all its history. He looked at the giant spiral-like monument that seemed to be a crossroads to the city. He had work to do though and took the taxi to the hotel. He preferred being subtle about his arrivals in other countries. He did not like the press and people may think he was an evil man after the attack by the MLRS batteries. He checked in under the name of Zachary Logard and went to his room. From here he sent a message to the President.
Dear Mr. Davis,
I have arrived in the CSA and am awaiting conference details. I am at the Vesper Hotel under the name of Zachary Logard. I am sorry for the subtlety but I am afraid that your people may not like me as the leader of the nation that killed so many of their troops. Again, I humbly await your reply with conference details.
Highest Regards, General Secretary Marcus Theafer

To Mr. Theafer:
We will provide you transport to the White House at 2:30, and shall discuss the terms of the Alaskan Compromise in the Oval Office upon our meeting. For the sake of privacy, I have decided not to invite a "third party" to mediate this conference, and believe that we can come to civil terms by ourselves over the course of your visit to Washington D.C.
Yours,
- President Jefferson S. Davis, President of the C.S.A. ============================ Washington D.C. The White House
With the final victory over the United States of America having brought the District of Columbia to the possession of the Confederate States of America, the once-Yankee city had undergone massive aesthetic renovations to make the city worthy of being recognized as the capitol city of the C.S.A. As a result, hundreds of Confederate flags had replaced the "Stars and Stripes" over many of the buildings in Capitol Hill and the rest of the city, with "Dixie" clearly being heard over the public loudspeakers during the noon hours (12-2 p.m.). Flowers, planted by the many thousand Virginian schoolchildren during the wake of the U.S. defeat, could clearly be seen accenting the green grass of D.C.'s public parks; a welcome touch to an already beautiful area.
Despite the "liberation" of Columbia, the men of the 1st Virginian National Guard division nonetheless still patrolled the streets of Washington D.C. with weapons at a relaxed (but still ready) position of rest, undoubtedly still upholding the law lest any of the indignant black population (incensed at having been annexed by a "racist" power) take to the streets in armed protest. Several National Guard armored personnel carriers could be seen at major intersections in the African-American sectors of town; daring the unruly minority to commit some sort of disturbance with the barrels of their .50 caliber heavy machine guns. Not surprisingly, there were few instances of disorderly conduct.
Jefferson Davis stared calmly out from the window of the White House, undoubtedly thinking about the epic meeting soon to take place within the new capitol of the Confederacy, and coolly puffing on the stub of a half-smoked cigar. Theafer would soon arrive, flanked by Davis's own personal guard of C.S. Marines, to negotiate the terms of a Clamparapan-American compromise in North America..

Theafer rode in the convoy to the White House and anticipated the upcoming conference. Davis, although a fantastic rascist, was a smart man. He had decided to not allow any other nation other than Clamparapa into the conference. That way, their negotiations would be quiet and secretive. He expected the worst, but if Davis was reasonable, Theafer figured he would be in a better situation than what he thought.
The vehicles finally made it to the President's office/home and he exited the vehicle. The aura of the building was astonishing; the General Secretary almost took a step back when saw the House. He walked in, cleared security, and finally met Jefferson Davis face-to-face.
"Mr. President, it is a pleasure to finally meet you. I hope those negotiations go smoothly and we all get what we want..."

"Indeed, Mr. Theafer.." replied Davis in kind, waving at the black house slave at his left to attend to Marcus Theafer's person, "If you would be as kind to follow me..."
Turning towards the grand-looking door to the White House, Jefferson Davis led the way for his irstwhile visitor, maneuvering through the many corridors of the historic White House until eventually reaching the warm comfort of the Oval Office. As usual, security about the American capitol was tight, and dozens of N.S.A. personnel could easily be seen in guard positions inside and outside the building with their UMP submachine guns. A pistol armed N.S.A. agent graciously opened the door of the Oval Office for the two men, eyeing Marcus Theafer carefully as he passed.
"Sorry..." mumbled the agent, moving in front of the Clamparapan to bar his way into the office, "Security reasons.."
Using a hand-held metal detector to screen the person of Marcus Theafer, the American agent quickly and efficiently scanned the Clamparapan man within a matter of seconds, with another N.S.A. operative patting down Theafer for weapons and listening devices. After some time, the two men backed off and allowed the slightly ruffled visitor access into the President's personal chamber.
"Mr. Theafer." quipped Jefferson, moving towards his desk chair, "Please sit down.."
"I am glad that negotiations could take place here in D.C., and welcome you to the Confederate States of America.. Rest assured, we have no quarrel with the Clamparapan people, but must get this matter obstructing relations with the CSA and UCC dealt with before Clamparapa can even consider 'popping' up on our back door."
