Madrid Republic of Spain
Stepping off from the boarding ladder of his personal V.I.P. jet aircraft at Madrid International Airport, President Jefferson Samuel Davis coolly looked about his newfound surroundings before popping open the release button on his umbrella and shielding himself from the slight Iberian drizzle which seemed to have unexpectedly arrived just in time to greet the American President. Having left Washington D.C. just several hours ago to pay his Spanish ally, President Manuel Azana, an "official" meeting to finalize the future of Washington-Madrid relations, the Southern President had been taxed with an overwhelming amount of work regarding internal and external affairs in the Confederate States of America. One sight, however, immediately made him forget of the troubles of such man in such a high position of government as he saw the figure of President Manuel Azana standing stoicly before him, unmoving despite the growing intensity of the rainstorm.
"Azana, my friend..." greeted Jefferson, walking towards the Spaniard and clasping him in a gesture of friendship, "At last we meet face-to-face.. Thank god, Spain is free from the grips of the gods of war, and that liberty and democracy ring true in your nation..."
Both men stared quietly at each other for several brief moments, each sizing up their counterpart with a mildly inquisitive eye. Davis, having lost quite a bit of weight over the course of his stressful Presidency, nonetheless looked like a respectable sight; a rail-thin man with an angry shock of white hair.
"There is much for both of us to discuss, Mr. Azana.." continued Jefferson, gesturing towards the exit of the airport several hundred meters away, "Regarding the future of our two glorious countries... I trust that great headway will be made during this historic day.."

Manuel Azana was overjoyed at finally being able to meet Jefferson Davis on a more professional basis. The two had never solidified any type of relations, and Azana was excited to do so. Davis looked like a very sturdy man, and one that was capable of leading a powerful nation like the S.S.A.
"Well President Davis! I'm happy to finally see the only other President on all of Hyrule. You are correct about us needing to discuss our future. Now that you have come to my aid, Spain is back on its feet and ready to expand, if you can believe that. Enough of my mumbling however, lets get you out of this rain."
The two men looked at each other one last time, starring down their new friends, before turning and heading towards the safety of an enclosed structure.
"So, I trust that had an enjoyable flight? Or at least the best possible time that the weather would permit yes?"
The man responded as they walked into a back door of the airport. It was all of the security hallways, and was lacking in decoration, however there was already a vehicle awaiting to take them to the Embassy, where they could begin discussing their latest ideas.
As they both hopped into the car, a soft traditional Spanish guitar trio was all that culd be heard on the radio. The two men then faced each other, each with a slight grin of anticipation as the Embassy grew nearer.
"Well Manuel Azana, I must say this rain has surprised me."
"Yes well, Spain is full of surprises, lets hope this is the worst surprise it can offer!"
The two men exchanged a small laugh between them as the Embassy was finally in sight. The flag of the S.S.A. and Spain could be seen flying at equal heights right net to each other, with the rain barely hindering the glorious motions of the amazing symbols.
The car pulled right up to the door, and Manuel thanked the driver, and the two Presidents walked out. As soon as the door opened, news reporters and cameras were all that could be seen and heard. The two men were rushed inside, and taken to a room with a table, two chairs and a pen for each man.
"Well President Davis, the people of Hyrule already know about the marvelous event that is about to come. Shall we give it to them?"
And with that the two men began their business.

Grinning at the magnificent entrance the Spanish people had given him into their homeland, Davis walked quickly alongside Azana through the halls of the magnificent embassy, eventually coming upon a room reserved for the two leaders' meeting. Finding the room to be surprisingly well-decorated room with ample enough comforts to satisfy him, Jefferson Davis quietly sat down in the seat of an empty chair opposite to Azana, and twiddled his thumbs silently as he waited for his Spanish host to settle himself. A well-dressed manservant almost immediately handed a glass of water to the American as he waited, and was handsomely tipped by the venerable President in Spanish notes.
"Alas, Mr. Azana." quipped Davis cheerfully, clearly having enjoyed the welcome he had received, "The Southern States of America is no more.. There is, of course, a 'Confederate States of America'.... which is but a slight name change coinciding with the revivial of the Confederacy in America.. In all other aspects, we remain the same..."
Davis paused for several moments to gulp down several ounces of the crystal-clear liquid the Spanish manservant had given him before turning back to Azana to speak. Refreshed by the drink, the American President turned his attention to other matters of interest, bringing to light a minor problem that hadn't ever been addressed by the Republic of Spain and the Confederate States of America: an official agreement.
"Both of us know of our countries' social and political ties to one another, Mr. Azana.." spoke Davis seriously, swirling the ice cubes in his glass, "We have both weathered through the storm of the Spanish Civil War, and emerged triumphant despite all odds. To us, Spain is a stronghold of Democracy in an otherwise totalitarian (with the exception of the Romans, who aren't in good terms with Spain) Europe."
"It is in the best interest for the Confederate States of America to develop strong and powerful ties with your country, Mr. Azana, and finalize the draft of a joint C.S.-R.S treaty underlining the the protection of the values of peace, unity, and stability in this tumultuous world. You should know, the C.S.A. has openly given billions of dollars of aid to your government to help rebuild post-Roman/Civil War Spain. American advisors are currently hard at work training a Republican Army here in Iberia, and have been overseeing the rearmament of Spanish military personnel with American weapons and equipment.."
"If it would please your person, I propose that the pair of us not only sign pieces of paper today that will ensure the future of powerful Spanish-American relations, but also create an alliance here in Madrid dedicated to the 'policing' of peace and order within this world."

Manuel Azana was honored to be sitting with another great man like himself. He had dreamt of moment like this, and his excitement could be heard in his voice as he spoke,
"Forgive me Mr. Davis, but I will always remember you as the Southern States of America, but may the Confederate States of America prove to be better than the S.S.A.!"
Azana laughed and smiled, teasing himself for the silly mistake he had made. Davis had managed to chuckle, but was still more professional as he was in a foriegn nation.
"Spain has endured many hardships, most of which have been aided and shared with you. I feel that an official agreement between our two great nations will ensure the safety of democracy, and the rest of the people within Hyrule. I feel that an Alliance is the first step in securing democracies foothold within this violent world. I also feel that we should dedicate our time and energy to the 'policing' of peace and order within Hyrule. Spain is ready to step out from America's wing, and begin to take leaps and bounds throughout Hyrule. This also means it is ready for an alliance! Do you have a document that you would like to propose, or do we need to create on together as far as an alliance goes?"

"Indeed, Mr. Azana." quipped Davis, slapping his comrade on the shoulder, "The world is a very dangerous place filled with greedy bastards seeking the empty promises of 'glory' and 'land', and cannot be allowed to disrupt the peace and order of our fair earth.." The American scratched his thick head of hair thoughtfully as he pondered his next words, gazing at the face of his Spanish counterpart sitting before him. After several moments of deep thought, the American once again continued his train of thought. "Colonialism has always been held in such low regard by my person, Mr. Azana.." added the Confederate President, taking a sip from his glass of water thoughtfully, "The notion of a national power declaring a piece of dirt thousands of miles away part of 'it' is not only prepostrous, but completely unrealistic in this day and age.. As the French, the British, and the Germans have discovered throughout history, Colonialism brings far more problems than it solves, and is often the spark which ignites wars between peoples and powers.. The world needs a police force, my friend, to prevent power-hungry 'fuhrers' from sparking up wars over the corruptive influences of greed and land-lust.." "As the guardians of Democracy, it is our duty to keep the peace in this world at all costs, and punish those who dare to plunge the earth into war over the petty greed of mortal men.. Spain and America are far too civilized to 'need' patches of colonial dirt to accent our potence, and are suited to the task of maintaining order in our nations, regions, and world.." Stopping abruptly in mid-speech, Davis quickly rose up from his chair to pick up the leather briefcase that was positioned several feet away from the table with his hands, swiftly opening the item to produce the workings of a treaty that he had labored on for the past few days; all for the sake of presenting his Spanish friend a glimpse of an optimistic future. Waving the stack of hand written papers grandly in a gesture of pride, Jefferson sat back in his seat and lay down the beginnings of the JAUST treaty on the mahogany table. ---------------------------------------------------- JAUST Preamble:We, the Joint Arms for Unity, Sanctity and Trust Treaty Organization, or JAUST, declare henceforth that all members cooperate, trust, cultivate and act for the greater good of all nations involved.
To uphold and respect the sovereignty and laws of member nations, to be a comrade and brother in times of war, and a caring, nurturing friend in times of peace. To dispel fear when threatened, to provide hope in darkness, to march for the right of Nations on this Earth to conduct themselves honorably.
We together can strive to stand as a bastion of good will for the weak and of the oppressed. To stand as a gateway to the world abroad, to foster economies, to provide sustenance to the hungry, and a better life for the poor.
Let this common noble cause seal us together as friends and comrades, and let unity be our goal forevermore.

Manuel Azana held the paper in his hands and leaned back in his chair as he read it. President Davis gave a penetrating stare as the document was being judged. Azana then put the paper down, and looked about the room for a moment, pondering the effects of this.
"Well Mr. Azana?"Davis said sternly, "Would you sign it?"
Azana rested his chin on his hand, and then scanned the treaty once more. He then looked back at Mr. Davis with a smile.
"I believe that this will secure democracies grasp in the world. It is just what I was looking for. I would sign it, and abide by it 100%, but I would like to see the rest."
He then began to wonder if they still had time to continue business, with a land claim from a foreign nation in America causing quite a stir.
"Is there anything else? I hear that there is an issue within Alaska that you need to settle. I support your every action by the way. If you need to go that is fine, but if you need to discuss more, we suggest we do it now."

"As a matter of fact, Mr. Azana..." added Davis, raising his hand in the air thoughtfully, "I believe we should discuss the creation of JAUST military bases (see Article III) in both American and Spain, and touch upon the subject of rebuilding the Spanish Army's officer core.. Years of Roman rule in the Iberian Peninsula and the recent Civil War certainly have not allowed the Republic of Spain an easy start in the creation of a powerful Spanish Defence Force, and I believe it is crucial for your nation to have the means to defend itself.. After all, Spain is the bastion of Democracy in this continent.."
A former military man himself (he had graduated the Citadel in 1972 and served as a second Lieutenant in the U.S. Army), Jefferson Davis knew that the key to rebuilding Spain's relatively inexperienced army was to produce a well-trained officer cadre capable of leading a new army. As a co-partner in JAUST with the Spanish Republic, Davis was certainly more than willing to help along with Spain's defense needs.
"Regarding JAUST bases in 'Espana', my friend..." quipped the American, "I propose for the construction of a military base in either the Balearic Islands or Catalonia that will permanantly house the American 7th Cavalry, 1st Infantry, and 82nd Airborne divisions (along with Admiral James Falconer's 1st Fleet).. The Confederate States of America will gladly oversee JAUST standardization of Spanish weaponry along our current military's equipment, and assist in the reconstruction of infrastructure here in 'Espana'.."
"As for JAUST bases in the C.S.A.," added Davis, taking a gulp from his glass of water, "We would prefer Spanish military personnel stationed in Lousiana, South Carolina, and Arkansas (Airborne) to further bolster our nations' ability to respond to a crisis in either hemisphere.. That way, in the event of a war in either North America or Europe, our nations will be able to react appropriately to such an occurance.."
"I, for one, know of your shortage of trained officers to command the newly formed Spanish Republican Army, and would be willing to extend the C.S.A.'s experienced training arm to help you in this endeavor. The South possesses some of the finest and oldest military academies in the world, and will be willing to train the most promising Spanish minds in the art of command. Virginia Military Institute (Virginia), The Citadel (South Carolina), and the Georgian Military Academy have all accepted foreign nationals of high quality in limited amounts before, and can be made to accept more Spaniards into their ranks for this situation..."

(OOC: I figured you were going to post the constitution in your last post with an edit. I guess I shouldn't have signed yet lol I'll edit it.) Manuel Azana was offended non the least at the remarks of Mr. Davis, but the fact of the matter was that it was true. It was a tuff pill to swallow for him, and so he replied kindly to the man with an acceptance of his suggestion. "Well Mr. Davis, my military is growing stronger by the day. I do know that Spain could learn a lot from the C.S.A. I will allow you to place a base on the Balearic Islands. Catalonia I' afraid is too close to too many people, and may be difficult to successfully train. I will send some of my men to the likes to South Carolina, if there are no quarrels with that suggestion." Azana was hoping that this was not a preliminary precaution for this brewing Alaska incident, but he also knew that the Ottoman Caliphate and Iraq would soon have problems with the only democracy in Europe, and that the C.S.A. would be there to help Spain in the future. Well, this constitution and preamble look tremendous, is there anything else that you wish to add to this? I would suggest we place something in there about a majority rule to add, edit or delete parts of the JAUST Treaty. This will hopefully make JAUST more enticing to new nations within Hyrule....

"I see no reason to add or detract from the current JAUST treaty," spoke Davis, scratching his head, "but will be open to your thoughts on what should take place within the lines of this constitution. JAUST's main role in world affairs will be to keep the peace, my friend, and prevent the subtle balance of power from tipping over into world war."
Davis paused for moment to recollect his thoughts, stroking his short goatee thoughtfully as he looked at his Spanish friend. After several moments of quiet contemplation, the American stood abruptly up from his seat, picking up his leather briefcase in the process.
"However," added Jefferson Davis, "I should wish to add the suggestion that JAUST not interfere in the property rights of its member nations, and that the current practice of using 'indentured' labor in the American economy is by no means a human rights abuse.. Our use of Negro slaves in agriculture does not mean that we abuse these objects in any way, shape, or form, and Congress has even went so far as to pass a bill mandating that slaves in the C.S.A. do possess some of rights of a human being.."

Manuel Azana knew where Mr. Davis was going with this. He began to chuckle a little, but agreed with the man.
"Well, I would agree with that. I also have no problem with slavery should the people not have a problem with it. It is when it is forced upon an unwilling group of people, and those people are treated poorly. From what I know, your system is very unique, and should be an example of the proper way to institute the practice."
Manuel took a sip of water and finished it with a sigh. He then stood up to stretch his legs and began to walk around the table.
"If you wish to place a clause in regards to your suggestions, them by all means do so. You have no complaints from me" Azana said with a smile while walking around.
"As for the editing of the treaty, I believe it will keep the peace. With that being the role of JAUST, then it seems there is no need for the ability to edit it. So that problem is solved!"
Manuel then looked at Davis in the eye, leaning with his hands down on the table across from the man, "Is there anything else that you can think of? I think I've spoken my mind..."
