The Revised Endorsement Cap Law
Article 1: Endorsement Cap
1.1 No UN Member nation in Hyrule (hereafter referred to as "nation") may maintain more than one-half (50 percent) of the number of endorsements held by the UN Delegate nation of Hyrule (hereafter referred to as "delegate").
1.2 Once it is discovered that a nation has accumulated between one-fourth (25 percent) and one-half (50 percent) of the number of endorsements held by the delegate, said nation shall be warned via telegram, and the Revised Endorsement Cap Law (hereafter referred to as "law") shall be cited.
1.3.(a) Once it is discovered that a nation has accumulated more than one-half (50 percent) of the number of endorsements held by the delegate, a telegram shall be sent to said violator, explaining that said nation is in violation of Article 1.1 of the law, and has 48 hours from the receipt of the telegram to reduce its number of maintained endorsements, to comply with the law.
1.3(b) The telegram shall also explain that said nation may reduce its number of maintained endorsements, by either sending telegrams to a number of endorsers in its endorsement list, requesting they each withdraw their endorsement from that nation, or by resigning from the UN. It shall also explain the importance of rejoining the UN after 12 to 24 hours have passed, if the latter option is chosen.
Article 2: Vice Delegate
2.1 A vote shall be held in order to elect one nation as the Vice Delegate of Hyrule (hereafter referred to as "vice delegate"). The vice delegate shall accumulate and maintain between one-half (50 percent) and three-fourths (75 percent) of the number of endorsements held by the delegate. The delegate shall finalise the vote.
2.2(a) If the delegate is absent without leave, for an extended period of time, or resigns from the delegacy, the vice delegate shall become the Interim Delegate of Hyrule (hereafter referred to as "interim delegate") until the Chancellor of Hyrule (hereafter referred to as "chancellor") holds elections for an official delegate. The Chancellor of Justice of Hyrule (hereafter referred to as "chancellor of justice") shall finalise the vote.
2.2(b) The interim delegate shall have no more authority than the chancellor or chancellor of justice, so as not to have the authority to overrule the chancellor, in the attempt to elect an official delegate; nor shall the interim delegate have the authority to abolish this law.
2.3 If the vice delegate accrues more than three-fourths (75 percent) of the number of endorsements held by the delegate, said nation will be subject to the same measures as violators of Article 1.1, as outlined in Article 3.
Article 3: Punishment
3.1 If a nation in violation of Article 1.1 or Article 2.1 does not comply with Article 1.3 or Article 2.3, respectively, said nation shall be ejected from the region for at least 24 hours. A telegram shall be sent to said nation, informing the violator that he or she has the right to come to the Hyrule regional forum for a trial.
3.2 If the delegate's ruling is upheld, the delegate and chancellor of justice shall then decide on terms of sentencing. These may include, but are not limited to, permanent ejection, banning for a specific period of time, or being allowed to remain in the region under probation.
Article 4: Enforcement
4.1 The delegate, chancellor, chancellor of justice, and the Minister of Internal Affairs of Hyrule (hereafter referred to as "minister of internal affairs") are the only members of the Government of Hyrule (hereafter referred to as "government") charged with officially enforcing this law. All other attempts made by members not of this group are to be considered informal and nonofficial.
4.2 The delegate shall have the sole authority to enforce this law, from warning to ejection and sentencing, as all other members (to include all other members of the government) are unable to eject a nation.
Article 5: Repeal
5.1 Upon the enaction of this law, the Endorsement Cap Law shall be rescinded.
