Government: Ruled by a totalitarian regime consisting of the Lich King and the two Councils of Darkness. The Upper Council has fifty seats that are filled by the Ancient Vampire Aristocracy. Only the heads of the fifty original houses may have a seat. The Lower Council has fifty seats that Lycanthropes control. They hold a general election every twenty years.
The courts are diabolic in nature. All of the Lich King's 30 million offspring are Arch Justices. They travel the land to despense "justice" to any lawbreakers. Usually by executing (those that can still die) or by unspeakable tortures, such as "Eternity in Six Pieces."
Local government is more democratic. Each ship's captain is either decided upon by vote or challanges between those seeking the position (current captain's choice).
Society
Ethnicities: All forms of Undead, Lycanthropes and Demons.
Religions: Necropolitic Worship (Polytheistic) Practice is cumpulsory. This is partly because it is the means by which citizens learn "The Dark Art."
Languages: Only Latin or Infernal is permitted in the Grand Cathedrals.
Economy: Based almost entirely on piracy and smuggling. Because most of the population is always at sea, there is little land to speak of. The hidden islands do produce plentiful amounts of gold, oil and the resources for arms manufactury, including Nuclear armament.
All citizens enjoy looting and pillaging. The Special Corps breeds their most destructive Berserker Warriors. On the rare chance they take prisoners, they are offered immortality or a torturous death. Of those that accept, most are killed and resurected as unfortunate zoombie drones. A few, however may be turned by a Vampire, Lycanthrope and, rarely, a Lich.

Lowest point: The Abyss (Endless subterranian depth. Home to the Demons.)

Avg. winter tempurature: 60 degrees F
The climate varies depending on where the armada is.
The Abyss is dark with constant 95% humidity and 100 degrees F.
The hidden islands are temperate but inhospitable. Clouds of Amonia choke the air and industial and nuclear bioproducts polute most of the water. Only the Unhallowed Summit is prestine. (Lycantrhopes rarely return to the islands, except to this summit.)
