The government consists of two kings, who appoint a 1st Minister, who holds the real power and actually runs the empire. He appoints the cabinet from a list drawn up by the Kings, half of which have to be English the other half German. They then run their own departments semi-autonomously. They must also have been working for that branch of government for at least 22 years. The ministries are Agriculture, Defence, Health, Education, Interior, Foreign Affairs, Royal Treasury and Utilities. The Dukes of the 7 regions also have a permanent seat in the cabinet. The Archbishop and the Supreme Cardinal also have a seats.
There are no elections. The people have no say in running the country. The kingships are passed by a system of primogeniture (father to eldest son). Dukes of each of the 7 regions are also decided in this way.
The Courts are run by the Dukes, who appoint Judges and if necessary, the Jury. The Kings also have The Night Court, used only against treason and corruption, the most common punishment here is execution, in some very interesting, yet excruciatingly painful methods.

All land is technically owned by the Kings, and therefore is liable to be taken over at anytime for any reason, without compensation. Almost everyone is Religious belonging to either the German Catholic Church or Church of England. However, sectarian violence occasionaly sweeps through the country, as people with different traditions fight it out in the streets, the capitals tend to be the focal points of this violence and it tends to erupt because of a cabinet or 1st minister choice. There is ongoing Terrorism between two specific groups, the Brotherhood of St. James (Anglican) and the Order of St. Brunhillde (Catholic)

Most of England is flat, and there is a large area of reclaimed land. Germany is mostly hilly, with mountains further to the south east.
History
The two countries were unified by marriage in 1632, after spending the previous 800 years on and off at war with each other. The two kings Michael III and Heinrich married the others sister guaranteeing a lasting peace between the two nations. In 1796 England was invaded and the population fled east into Germany, who welcomed them as refugees and friends. In Germany the English rearmed and in 1799 fought to retake their country. Victory was achieved by 1807, and England regained control of a ruined, war torn country. Germany agreed to fund the rebuilding of England, and in 1826, 30 years after the invasion, the Two kings agreed to unify the country into one state. England rebuilt with factories embracing the Industrial Revolution, Germany remained agricultural. England continued to expand, and became a major trading nation selling goods to the regions interior from its position on the coast. By 1956 England was funding the 3 German Dukes war in Styria and the debt was officially repaid. Styria is now the seat of the 7th Duke, who traditionally holds no power and is not allowed into any Royal Palace, but in practise there have been over 30 Styrian Ministers in the last 20 years.
The Future
Anglo Germany is seeking to expand peacefully through land purchases and marriage as has been seen in England, but the German Dukes are pushing for war, to expand. The main reasons for this are for extra living space, prestige and access to new markets. It is also seeking to create a more modern army with up-to-date weaponry.
There is also pressure from the Public to elect the 1st Minister, but this currently lacks enough support.
