The Holy Empire of Bacci is a small, environmentally stunning nation, notable for its punitive income tax rates. Its compassionate, cynical population of 12 million are ruled with an iron fist by the dictatorship government, which ensures that no-one outside the party gets too rich. In their personal lives, however, citizens are relatively unoppressed; it remains to be seen whether this is because the government genuinely cares about its people, or if it hasn't gotten around to stamping out civil rights yet.

It is difficult to tell where the omnipresent, socially-minded government stops and the rest of society begins, but it juggles the competing demands of Social Welfare, Education, and Healthcare. The average income tax rate is 94%, and even higher for the wealthy. The private sector is almost wholly made up of enterprising fourteen-year-old boys selling lemonade on the sidewalk, although the government is looking at stamping this out.
The Lupo Rosso is a protected species, a well-funded social safety net protects the unfortunate, organ donation rates have hit a new low, and the government is seen to favor Catholics. Crime is totally unknown. Bacci's national animal is the Lupo Rosso, which frolics freely in the nation's many lush forests, and its currency is the Moneta.

History
Bacci was founded by Santo Bacci (Saint Bacci) in about 1456. Bacci was a renowned explorer from Italy and was sent by the Pope to search for new lands. The Pope was Bacci's religious leader as well as being his very close friend. He travelled by a large and delicately carved ship known as "Mare Cavaliere" ("Sea Knight") which is now in Bacci's Historical Museum to be seen by Bacci's inhabitants. Bacci's highest mountain (Santo Bacci) was named after Bacci. Bacci is a highly religious country that wants peace and wants to obliterate war.
