Constitutional Amendment Regarding Region Mergers

Came to light with the possible merger of Charis and Aberdeen

Foreign Affairs
Article 4: Merger of Regions

4.1 Mergers must be reported by the ambassador of the region in its embassy

4.2 Protocol for an Embassy of a Merged Embassy
4.2.1 If one or more of the merging regions do not already have an embassy then the rules for starting an embassy shown in Article 2 apply
4.2.2 If all regions involved in the merger already have an embassy then the MoFA will have to approve of the merger
4.2.2.1 If approved then the founder will archive and close the embassies and open a new one for the merged region
4.2.2.2 If the request is denied then the rules in Article 2 apply

Edit:4.3 Ambassador to the new mereged region will be decided amongst the current ambassadors of the old regions. If none can be decided the MoFA shall decide who will get it based on how they each did in their previous role.

That's just the deadline for when it should get done, more active proposals can be finished in a week or five days if you want.
