3) they cant be those new nations that become a UN member with like 5 million people then go around endorsing everyone asking for them do endorse them back, i personally am annoyed by that and i have stopped endorsing anyone who asks for an endorsement with less than 500 million people This point of yours seems familiar. Seems I've seen a hint of it, elsewhere...

Well, although I do stress the importance of recruiting, everyone here has to admit that we're going to take a drop in population during the process.
I would still be the head of the region, of course. The way I imagined it is that most of my duties would be shifted to my new position as founder. The UN delegate would be like a cabinet position, basically responsible for representing Hyrule in the United Nations and limited control of founder-powers (and I feel that the position of UN delegate should only go to trusted members in the region, such as those that have been cabinet members or here for about 6 or 7 months or more). Of course, if people want and agree I could be both the founder and delegate, but I feel otherwise. Still, it's a possibility.
EDIT: I pretty much agree, Starman Deluxe. Delegate should only be avaliable to those nations that have been in Hyrule for a while and trusted members, active on the forums, and/or those that have served in the regional cabinet for a while.

Agreed. So long as the core membership of Hyrule is still kept together, it doesn't matter what the region is called or how many nations there are in it.

Here's a revised plan:
-A vote would be held asking people if they are for or against the idea of re-founding. If it succeds, the process mentioned below will begin.
-The region "New Hyrule" would be founded by one of my puppet nations (I would be the founder, puppet is called "Super Mario Bros"). My UN nation would stay behind in Hyrule and would be the last to leave.
-Hyrule would be passworded and a TG sent out to all nations (I would also send out a mass email to all accounts on the forum), explaining that the region is going to be re-founded and that you need to move out by 5 August or face ejection.
-Once New Hyrule is founded, a new delegate would be chosen. To meet the requirements, one must have been in Hyrule for at least 6 months or have served in the regional cabinet, be a regular, active poster on the forums, and obviously be in the UN.
-Then, on 5 August, I will eject all nations remaining in Hyrule (provided I have enough influence to do so). If I don't have enough influence or UN endorsements before then then I would ask some of you to come back to Hyrule and endorse me.
-Once everyone is out of Hyrule, I would wait for the region to be deleted. Then, I would go found the region again. That's when everyone can start moving back in.
Sound alright? Should we start voting later today or sometime later this week?

Good plans, Ness. I say the quicker it is voted on, the better. I think we've debated it as much as we can now. Why not make a temporary subforum at the top of the board for the vote to be placed in? It would grab more attention, I guess.

I'd start the vote now, and give people more time to leave if it passes.

Should we start to pack our bags then? I'm all for re-founding and I agree that voting earlier would give people the time to move and adjust.

If you really think this large undertaking is important enough for Hyrule's security and prosperity, then I'll go along with it Ness, even though I'd also be content just maintaining the status quo and avoiding all the hassle and obvious downsides.
