I'm new here, however i would just like to point out that a "national guard" where each nation would contribute soldiers but still is the one that pays them technically does not count as a standing army for the region. merely a group of standing armies of nations with similar goals

I am for the guard idea. especially since our chancellor has not been doing the regular security reports, which I hope Ness won't mind if in a few days or a week time I do it since its been a while. It would really help with the defensive guard if there were to be a lax.
The only reason why we stopped the first attack was that there were attentive nations that altered myself and the others who took the appropriate measures.

yeah... but I guess that beeing neutral means that we don't want to join any alliance... a bit like if we were switzerland. If people want a military for the region, then this would be the best course. Don't ally with other regions or join alliances, and only attack if another region tries to attack us*. The part in constitution about the standing military will have to be changed, first, before the law can be implemented. Keep in mind, though, if there is an attack, the founder or delegate can disable access to regional controls, and the founder can eject without wasting national influence. *There are regions called Warzones that are designed for invasion, though, and so taking them and holding them might be something fun to do once in a while.
